bullet train can only be possible on new elevated line , not on existed lines.If bullet trains do come, we can witness a real estate and economic revolution.
Imagine being able to board a train 250 km from Delhi, say in Chandigarh and then be able to hit Delhi Downtown in an hour.
But phaaji what about economic viability?In any case High Speed Trains will be built on an elevated platform so no chance of blockade. The will is weak, cash and demand is there.
The proposed bullet train is to cater for different set of peoples, specially the business class travelers, those who wants to travel say Between Mumbai to Ahmadabad in 2 hrs flat but do not pay the price of air travel between the same two cities... The bullet train service will cost around 65 - 70 % of the air ticket...I think at current stage, India can update the current railway structure and raise the speed of current train first. It's much cheaper than build new railway and bullet trains. It can raise the speed to more than 100 miles/hour and that also can resolve a lot of problems.
