Here's what seemed to me a good article explaining the situation,
Tamil Nadu government allege that the bodies which washed ashore in Sri Lanka belonged to four Indian fishermen and that they were beaten to death by the Lankan Navy.

Yes it was our fuckup but also unnecessary use of brute force by sl navy, even in territorial waters they are not supposed to shoot anyone and let alone in situations like that of Katchatheevu where there's an agreement for allowing certain facilities to the Indian fishermen.
One part it is mistake from our side it seems but also another display of cuckedness of our gormints.
I was going through some past accidents and reports about how we track our boats (fishing boats), i got this response,

Along with another report that by 2018, we had like 50% of the boats which are pretty small don't have any transponders so they are probably not even aware of their locations. Even government probably can't pin point certain event, all this could have been avoided if we make it mandatory for every fishing boat to have some sort of transponder (probably given by government), by that i mean implementation part cuz we have law about it, and a good log of the data to cross check the locations of the boats on a certain date (atleast keep data for 2 months?). It's important because by that we will have a quantitative data to atleast get an idea and story from our side otherwise it's just conjecture.
Like in this report,
A fisherman from Kottaipattinam in Pudukottai district drowned in sea after a Sri Lankan navy vessel hit the fishing boat in which he along with two o

Fisherman was allegedly killed by SL navy, guess of the location is around 19 nautical miles from Indian coast (kottaipattinam) even if we consider the max distance that place isn't nowhere within the territorial waters of SL navy (They even confirm it that they 'saved' him from international waters) so in this case we should have been more serious about how we handle the situation diplomatically.
I wonder if some low res cameras can be installed in boats to get record of events, sort of like some cars do. That can help too.
TLDR; we are being lazy that's it. Also, we should learn to bully.
