Russia Left Out From Major Indian Tender for EW Suites

India has asked a Russian vendor to quote for AESA radars but overlooked it while asking for participation in the tender for EW self-protection jammer pods.


New Delhi (Sputnik) — India has requested for quotations from seven global manufacturers for electronic warfare (EW) self-protection suites to accelerate the upgrading of its self-developed light combat aircraft Tejas Mark-1A.

Interestingly, India did not send a request to the Russian manufacturer Rosoboronexport though it has been selected to compete in the tender for AESA radars for the same aircraft. Sources told Sputnik that EW systems worth $200 million will be selected by April next year. Hindustan Aeronautics Limited (HAL), the designated local assembler of Tejas, will purchase a total of 83 EW suites for series production that is expected to start from 2019.

The tender has strict conditions for transfer of technology and local manufacturing. India has also sought exclusive worldwide sales and product support rights for the LCA MK1A aircraft or its variants fitted with the EW suite. It will also have the right to use the suite or its adapted versions on any other airborne platform designed or produced by HAL for use by Indian defense customers.

Bids have been invited from Elbit Systems and Elta Systems (both Israel), Saab (Sweden), Thales (France), Elettronica s.p.a (Italy), Raytheon (US) and Indra Systems (Spain). HAL will make outright purchase of 24 sets of fully formed EW suites and locally manufacture another 48 based on a combination of kits supplied by the vendor. “[The] Vendor shall ensure that HAL work content shall be more than or equal to 40 per cent by value of the unit price of each EW Suite,” reads the tender issued by HAL. LCA TEJAS is a light weight, single engine combat jet optimized for air superiority and ground attack roles. This 4.5+ generation combat aircraft has a carbon composite frame, digital flight control system; glass cockpit and digital avionics. Last month, the Indian Defense Ministry had cleared the ``acceptance of necessity’’ (AoN) for the procurement of 83 upgraded versions of Tejas for $7.7 billion.

I am very confident that the Russians were left out on purpose and rightfully so.

Besides, is >$40bn in deals (FGFA, S400, T-90MS, more frigates, IL-76 upgrade etc etc) not enough to keep them satisfied? They are still finding ways to milk and screw over India with the above, there is no sense in getting the LCA MK.1A's development off track because of the Russian instinct to obstruct and derail Indian efforts.

Tejas SP-4 at striking distance from first flight

Bengaluru: The fourth Series Production aircraft from Tejas flight line SP-4 has moved to the final stages of systems checking at the Hindustan Aeronautics Ltd’s LCA Division here.

During a visit to the Tejas final assembly facilities recently, V Sridharan, ED of the facility told Mathrubhumi.com that the first flight is sure to take place in February.

“All efforts are to see that the aircraft (SP-4) is ready for the upcoming Aero India 2017,” Sridharan said.

Next in line platforms SP-5 and SP-6 are also in different stages of assembly and undergoing equipping at the facility.

Major parts outsourced now

With most of the major assembly structures now being outsourced, the production has picked up momentum. Different modules for platforms till SP-11 have hit the production floor now.

Among the main parts outsourced are: wing to L&T (Coimbatore), central fuselage VEM Technologies (Hyderabad) and rear fuselage Alpha Tocol (Bengaluru). The precision mechanical assemblies are being done by Alpa Tocol and BrahMos Aerospace (Thiruvananthapuram).

“Currently the level of outsourcing is around 39 per cent. When all the new initiatives taken recently to step up the production rate come to play, then the level of outsourcing will increase to 61 per cent as far as standard man hours are concerned,” says Sridharan.

As per the plans for 2016-17, SP-4, SP-5 and SP-6 should be handed over to Indian Air Force by coming March.

HAL Chairman says plans on track

Similar to the massive support extended by the LCA Tejas Division for last year’s Bahrain air show, a large number of engineers and ground crew played a key role during the just-concluded Republic Day Parade.

A total of five platforms were detailed for the R-Day Parade. While SP-1, SP-2 and SP-3 flew for the first time over Rajpath, another two (LSP-3 and PV6) were on stand-by. One was on hot stand-by and was airborne during the Tejas’ ‘Delta’ formation fly-past.

HAL says the extensive and timely logistic support extended to the No 45 Squadron during the R-Day was appreciated by the IAF.

HAL Chairman T Suvarna Raju expressed confidence over the Tejas production steadily picking up speed in the months ahead.

“We are at it and every effort is made to ensure that IAF gets the aircraft as per the schedule. The feedback from IAF is encouraging,” says Raju.

During the upcoming Aero India 2017, in addition to the No 45 Squadron, Tejas variants from HAL and Aeronautical Development Agency too will be on flying\static display.
