AMCA is a 5th gen fighter jet development program. not a 4.5gen like KF 21, it need TD stage, then prototype, and it take a decade to reach IOC. Simply look into other 5th gen programs, it takes more than 2x 5-7 years to achieve FOC. Both IOC and FOC given by IAF, not R&D or manufacturing org...
