MANILA, Philippines — Davao City Mayor Sara Duterte-Carpio declared Davao City on lockdown past midnight Wednesday, May 24, following clashes between government forces and terrorists groups that started in Marawi City Tuesday afternoon.

The mayor, also presidential daughter, made the announcement after an emergency meeting with government and security officials.

Marawi in Lanao del Sur is 256 kilometers away from Davao City, the Philippines' largest city.

Carpio advised Davao residents to stay inside their homes, and urged visitors to cancel their trips to Davao unless these are very important.

She said that if they don't want to be thoroughly inspected in multiple checkpoints, they should not come to the city.

Aside from having set up checkpoints on land, police officers are now stationed in coastal areas as "terrorists might have passed through the sea to enter the city," Carpio also said. (READ: Maute Group waves ISIS black flag on Marawi streets)

The mayor reiterated that instating martial law means that the government can conduct warrantless arrests and revise the curfew. They, however, have not decided on the curfew time, retaining it at 10 pm.

President Rodrigo Duterte has declared martial law over the entire Mindanao in response to the attack on Marawi.

The mayor said all security personnel had been conducting joint operations. She said security measures will be implemented "intensely" especially because Davao City is the home of her father, the President.

Duterte is scheduled to arrive in the Philippines 5 pm Wednesday, after an interrupted official visit to Russia.

Philippine President Rodrigo Duterte declared martial law on the southern island of Mindanao on Tuesday night after a city there was rocked by clashes between government forces and Islamist militants.

Presidential spokesman Ernesto Abella announced the declaration in Moscow, where Duterte arrived Tuesday for a five-day state visit. Martial law on the island — which is home to more than 20 million people — began at 10 p.m. and will last for 60 days, Abella said.

This marks the first time Duterte has declared martial law since he was elected in May 2016. He will cut his Russia trip short, postponing scheduled meetings with President Vladimir Putin and Prime Minister Dmitry Medvedev, according to the Philippine Daily Inquirer.

Duterte declared a nationwide “state of lawlessness” in September 2016 after a suspected terror attack in Davao, the island’s biggest city, killed 14 people. The declaration granted the military special powers to aid in police operations, such as setting up checkpoints and patrols.

Martial law is much more consequential; it raises the specter of warrantless arrests and the suspension of the writ of habeas corpus, which grants detainees the right to challenge the legality of their detention.

Many Filipinos are particularly sensitive about martial law, as the late Philippine dictator Ferdinand Marcos used it to detain and torture opponents from 1973 until 1981.

On Tuesday afternoon, at least 15 members of the Maute group — Islamist militants believed to be inspired by Islamic State — stormed the city of Marawi, the capital city of the province of Lanao del Sur.

Residents posted photos of the ensuing clashes online. Many showed the Philippine military installing checkpoints; army tanks rolling through city streets; and massive fires raging at three local institutions, including the city jail. The number of casualties remains unclear.

Maute militants were seen riding through Marawi atop at least two vehicles and flying the black banner of Islamic State, the Philippine online magazine Rappler reported.

Duterte has made a brutal anti-drug campaign a centerpiece of his early tenure, enabling thousands of extrajudicial killings by police and vigilantes. Critics have accused him of exercising power without restraint.

In August, Duterte threatened to declare martial law if the Philippines’ judiciary blocked his drug campaign. "Please do not create a confrontation, a constitutional war. We will all lose,” he said.

Duterte may ask the help of chinese to quell the ISIS for some exchange of few islands which they are claiming their own ...

USA says enough is enough, time to punish its pet for running away from its kennel. Well #%*^ hits the fan as soon as Duterte shows sign of moving to camp China. It will be interesting to see how China plays this one out. Simply because this will be a template that is set as to how China defends its allies (if at all it chooses to). Let's see how the situation unfolds.

According to Duterte, the Philippines needs modern weaponry to fight Daesh and expressed hope that Moscow would assist his country in obtaining arms.


“Our country needs modern weapons, we had certain orders in the US, but currently the situation is not very smooth and in order to fight Daesh divisions and its individual factions, we need modern weapons. I have come to gain your support and ask for your help,” Duterte said.

In addition, the leader of the Philippines said that the two countries should develop trade relations. “We need to develop trade exchange,” he said.

The Russian president in turn noted that Russia and the Philippines have many joint projects, including in terms of military-technical cooperation.

During an interview with Sputnik radio, associate professor at the Higher School of Economics Dmitry Ofitserov-Belsky said that there are various economic spheres in which Russia and the Philippines could successfully cooperate with one another.

“Despite the fact that there are a lot of projects, the overall trade between Russia and the Philippines is still small but there are some issues that concern common interests, for example, the cost of nickel in the world market,” Belsky said.

He further said Russia and the Philippines are one of the largest producers of nickel ore and finished nickel.

“I think that Russia, for example, can help the Philippines in both developing and processing nickel ore on its own territory and that can stabilize prices for this resource in the international market,” Ofitserov-Belsky said.

According to the analyst, the president of the Philippines has every reason to state that the country needs modern weapons to fight against terrorist groups.

“This is a very serious risk. The Philippines is a multi-confessional country, on some islands there is an exclusively Muslim population that is rapidly radicalized. Currently, there is actually a war going on between the government forces and radical Islamists. It may be just the beginning of more serious problems,” Ofitserov-Belsky said.

Duterte Ready to Declare Martial Law to Prevent Philippines From Collapse
Philippine president Rodrigo Duterte declared martial law on Tuesday on the southern island of Mindanao, following the deadly firefight between government security forces and Islamists, Filipino Foreign Minister Alan Peter Cayetano said on Tuesday.


The Philippine southern island of Mindanao is regularly subjected to attacks by terrorist groups, in particular, Maute, Bangsamoro Islamic Freedom Fighters (BIFF) and Abu Sayyaf militant groups, linked with Daesh.

According to the analyst, considering the situation with terrorism, it may of course be necessary to help the Philippines in this matter, but probably not in terms of the “first aid” as maybe Duterte was hoping.

“It could be by giving recommendations, perhaps, armaments, if, of course, we are satisfied with the conditions,” the analyst concluded.

Earlier, the Philippines' leader said that the country "would be the first to join" if China and Russia "will decide to create a new order." He also said that Manila intends to cooperate with Moscow and Beijing rather than with Washington, amid a rift in relations with the United States.

Such statements by Duterte have provoked suggestions that Manila is preparing a dramatic change in its foreign policy, including turning away from one of its main allies, the US.
