this came to me later..after posting the comment.. by placing telescope on moon omits the requirement to have on board fuel (which is used to change orientation) . As revolution and rotation of moon can be tapped to take pic of different section of space..plus this may extend the life of...

making moon rover is no big deal.. forget ISRO even IIT undergraduate and faculty can do it .. main challenge is landing safely ,communication, whole mission plan has to execute perfectly for it to succeed..
