DHS Has Not Issued Terror Alert After Boston Marathon Bombing

The Department of Homeland Security has not issued a terror alert in response to Monday's bombings in Boston. On the Department of Homeland Security's National Terrorism Advisory System (NTAS) website, the administration says: "There are no current alerts."

According to a source with knowledge of these matters, a terror alert "gives authority for full mobilization of law enforcement resources to feds, state and locals." The source told Breitbart News that the administration is supposed to issue such an alert out of the National Counterterrorism Center, via NTAS, but no such alert has been issued after the bombings in Massachusetts.

Describing the NTAS on a Frequently Asked Question page, the Department of Homeland Security says:

When there is credible information about a threat, an NTAS Alert will be shared with the American public. It may include specific information, if available, about the nature of the threat, including the geographic region, mode of transportation, or critical infrastructure potentially affected by the threat, as well as steps that individuals and communities can take to protect themselves and help prevent, mitigate or respond to the threat.

When she announced the new NTAS system's development in a January 2011 speech, Department of Homeland Security Secretary Janet Napolitano said the system would issue alerts providing Americans with as much information as possible about a terrorist attack as soon as possible.

"When we have information about a specific, credible threat, we will issue a formal alert providing as much information as we can," Napolitano said then, according to CNN. "The alerts will be specific to the threat. They may recommend certain actions or suggest looking for specific suspicious behavior. And they will have a specified end date."

The NTAS system officially replaced the George W. Bush administration's color-coded threat system on April 26, 2011, a few months after that Napolitano speech praising the then-forthcoming program. NTAS is only supposed to be used in issues when there is a domestic threat, so this system would not have applied during the Benghazi terrorist attack. Barring any instances that may or may not have been solved behind-the-scenes without a public incident, the bombing at the Boston Marathon would be the first time since the NTAS system took over that it would apply.

At his evening press conference discussing the matter, President Barack Obama did not call the attack terrorism. But shortly thereafter, a White House official did release a statement clarifying that the White House believes this was an "act of terror."

"Any event with multiple explosive devices -- as this appears to be -- is clearly an act of terror, and will be approached as an act of terror," a senior White House official said, according to Politico.

The alert, Breitbart News's source said, is a "signal for a state of readiness and alertness." Such an alert, he said, would help the feds step up to take over and would allow America's "major cities to step up security at a uniform level."

The FBI did not take over the investigation until well into Monday evening, something that may or may not have happened sooner had DHS actually employed the system it created for itself in this type of situation.

Several hours after the bombing, around 8:30 PM Monday, DHS circulated a statement from Napolitano to media outlets including Breitbart News, pledging that "[f]ederal, state, and local law enforcement agencies continue to respond, and at the President's direction, the Department of Homeland Security is providing any support necessary in this ongoing investigation."

When Napolitano's statement was issued, DHS had still not sent out any alert via the NTAS system. As of this article's publication, no alerts have been sent out.

Reached by telephone Monday evening, a Department of Homeland Security spokeswoman would not comment on the administration's decision to not issue a terror alert. She referred Breitbart News to the email hotline, and a subsequent request for further comment has gone thus far unanswered.

Pakistani Taliban denies involvement in Boston bomb blasts

PESHAWAR, Pakistan -- The Pakistani Taliban, an insurgent group focused mostly on the Pakistani state but which claimed responsibility for a failed bomb attack in New York nearly three years ago, has denied any involvement in the bomb blasts at the Boston Marathon on Monday.

The group is responsible for many of the suicide bombings and terror attacks that have wreaked havoc on this South Asian nation for years. It does, however, regard the U.S. as an enemy and helped train Faisal Shahzad, the Pakistani American who confessed to engineering a botched bombing attempt in New York's Times Square in 2010.

Nevertheless, the group's spokesman, Ehsanullah Ehsan, issued a statement Tuesday disowning any connection to the bombings in Boston.

"Certainly, America is our target and we will attack the U.S. and its allies whenever the [Pakistani Taliban] finds the opportunity, but we are not involved in this attack," Ehsan said.

The Pakistani Taliban is made up of factions intent on toppling the current government and imposing Sharia, or Islamic, law. The group maintains ties with Al Qaeda, the Afghan Taliban and other Pakistani militant groups entrenched in the country's tribal belt.

Led by Pashtun militant Hakimullah Mahsud, the group has engineered some of the country's worst terrorist strikes, including the assassination of former Prime Minister Benazir Bhutto in December 2007.

Although the group has warned in the past that it would carry out attacks in U.S. cities, experts in Pakistan have said it does not have the capability to do so. The group did claim a role in the December 2009 bombing of a CIA base in eastern Afghanistan that killed seven CIA employees and contractors.

The alacrity with which they have acted even though FBI had never even expressed its suspicion, leaves room for doubt. ISI must have asked them to dissociate themselves from the blasts.

Pakistan gets all money for its toys and picnics by threatening suicide. They are the only country that keeps a gun to its own head and keeps demanding money.. and US is the only country that keeps falling for it even while saying they know this all just drama.

Anyone who did this bomb blast will be there in boston itself. All muslim living there will be checked.All flights are going to be checked.
We are going to hear the good news in some time only.

My prediction:

Not an Islamic terrorist group, They would have taken credit for it by now.....

There more I think about it, I would have to guess that it is a Right wing, home grown terror group... here is why:

Boston is the liberal capital of the US, of the thousands of cities and towns in America who would attack Boston? there has to be a reason, every terrorist chooses a specific target for a very specific reason

Mid April is a very important time for the Right wing groups in America, It started from the infamous Oklahoma City bombing and many right wing terror groups have committed terror acts in the mid April time frame

It was also patriots day and Tax day: both things that the far right despises as they represent the 2 things that make the american government powerful...

But one thing I am not so sure by is the fact that through out American history the far right groups have almost never committed violence against white people , it was always aimed specifically against Blacks, Jews, Catholics...... and yet they must have known that a bombing would have killed some white people.....

(CNN) -- The deadly bombs that turned the Boston Marathon into gruesome devastation were apparently placed inside pressure cookers hidden in backpacks, a federal law enforcement source told CNN.

The blasts were likely detonated by timers -- not by cell phones, a law enforcement official said.

The U.S. government has warned federal agencies in the past that pressure cookers -- air-tight pots used to quickly cook or preserve foods -- have been turned into bombs in parts of the world. A Department of Homeland Security memo called it "a technique commonly taught in Afghan terrorist training camps."

"Typically, these bombs are made by placing TNT or other explosives in a pressure cooker and attaching a blasting cap at the top of the pressure cooker," the memo said.

For India it is the IM .

This is done by targeting human crowds in order to inflict maximum human losses," he wrote. "This is very easy since there are numerous such targets such as crowded sports arenas, annual social events, large international exhibitions, crowded market-places, skyscrapers, crowded buildings "¦ etc."

"It is possible for ordinary Resistance fighters among the Muslims residing in America and the allied Western countries to target them, in order to participate in the jihad and the Resistance, and to stretch out a helping hand to the mujahidun [Islamic warriors]."
