The Missile Technology Control Regime is an informal and voluntary association of countries which share the goals of non-proliferation of unmanned delivery systems capable of delivering weapons of mass destruction, and which seek to coordinate national export licensing efforts aimed at preventing their proliferation. The MTCR was originally established in 1987 by Canada, France, Germany, Italy, Japan, the United Kingdom and the United States. Since that time, the number of MTCR partners has increased to a total of thirty-four countries, all of which have equal standing within the Regime.

The MTCR was initiated partly in response to the increasing proliferation of weapons of mass destruction (WMD), i.e., nuclear, chemical and biological weapons. The risk of proliferation of WMD is well recognized as a threat to international peace and security, including by the UN Security Council in its Summit Meeting Declaration of January 31, 1992. While concern has traditionally focussed on state proliferators, after the tragic events of 11 September 2001, it became evident that more also has to be done to decrease the risk of WMD delivery systems falling into the hands of terrorist groups and individuals. One way to counter this threat is to maintain vigilance over the transfer of missile equipment, material, and related technologies usable for systems capable of delivering WMD.

Technicalities. The trident deal was "grandfathered". Same excuse china gives when it builds a nuclear reactor for Pakistan.

there are many versions of this missile including a 300 km version. Russia has not broken it's international obligations. If it wanted, it could have co-developed a longer range

Well they shouldn't be on the list because they aren't part of mtcr.

Yup! My mistake N.Korea isn't a member of MTCR. But what about the founding members themselves, USA, UK, Russia etc. And whats with China being a member there, despite their conman violation of the mtcr guideline ?

China was added to the list later. Read the link I had provided.
Also what does grand fathered mean ?
How can you frame a rule that whichyou do not follow ?

MTCR is a regime and is NOT a binding treaty like the NPT

Even NPT has been violated by China

Right Now USA is itself violating MTCR because Taiwan and South Korean scientists
are getting a lot of GUIDANCE and cooperation from US scientists

I m guessing China was forced onto the regime. What why wasn't this question raised by anyone/media/organisation?

There is AAP document, which read that technology used for a cruise missile ciould be reverse engineered very easily, for eg the flight control system/ radar altimeter. The KH55 tarnsfer from Russia/Ukraine to China, falls into that category, I believe.

Israel is not a signatory, this is how they actively work with us in our missile programs. Also
many member countries can do their dirt work thru third countries:
China thru North Korea
Russia thru Ukraine
USA has also given missile technology to many NATO nations and nations under
USA's nuclear umbrella.
Everything looks good on paper but the reality can be a lot different.

who says we are?? Israelis and India working on projects beyond 300km (nirbhay).
Is it so, are there any links ?
I hear we are only consulting the Israeli's on the Nirbhay cruise missile
