Legally yes, if any territory becomes a part of the sovereign it's division/merger lies solely with the Central Government. The state assembly (Lankan govt in this hypothetical scenario) will be sent a Presidential reference for the same. They need to pass a resolution favouring the same. Even if they don't the Union Parliament is empowered to do so.

Yup some guy in r/srilanka posted about referendum to join India . Our guys are going overboard.
All this helping out Sri lanka will finally be nothing they will always be thankless. I feel it's natural smaller countries will always be jealous of their larger neighbors. All this is helping out is just for building a good resume for the country.

The problem with a billion plus population is that the number of chutyas also runs into hundreds of millions. Chinese can hide their sutiyas behind censorship wall and xinping language barrier. Indians- write shit in English with full confidence everywhere

And GoI wouldn't be delusional enough to go for some extremely long term Goodwill piggie bank, they must have asked for some immediate contracts or defence deals in return
