There is a couple of strategic reasons why Russia is not doing this.Russia needs to start a massive aerial bombardment of Ukraine to hasten the conclusion of the war. A big part of the reason why the Russian forces could not create a blitzkrieg war was due to their light handedness during the initial phase of the war. In trying to minimize civilian casualties in Ukraine they ended up losing the shock and awe of a sudden strike. This has only further compounded their problems in Ukraine and has led them to this quagmire. The only way out of this is to use their more sophisticated modern military equipments and use superior airpower to assert aerial supremacy so as to quickly conclude the war. Otherwise Putin would face economic doom and erosion of popular support back home.
The next step after the war would be to form an alliance with Russophilic countries like India et al and create an alliance to counter NATO. This would be the beginning of the second multipolar world era.
1. Russia needs to save its inventory for warfare against NATO countries. Securing Ukraine is important but a sideshow in the grand scheme of things.
2. Does not want to alarm the neutral countries too much. Despite the western rhetoric about majority of the population wanting to join NATO, Half of Finland and Sweden still harbor second thoughts about joining NATO and is half hearted.
3. They want to keep eastern Ukraine infrastructure intact in order to speed up the recovery of the economy.
