It is entirely fair to hold the USA responsible for the Pakistan disaster; however the exact nature of the blame needs to be clarified. If you divide Pakistan's failure into three factors: social (radicalization, violence etc.), economic and political the USA is primarily responsible for the last one.
The USA didn't radicalize Pakistan or make it a hub of bizarre Islamic ideology. Radicalization in Pakistan began in the 70s under Bhutto's tutelage probably as a reflex to the military defeat to India. Furthermore, Zia had a very clear vision about establishing a radicalized version of Islam (which he himself identified with) and using it as a political and military tool to define Pakistan's domestic and foreign policy. American involvement merely served as a catalyst. Saudi Arabia too found a willing victim in Pakistan to offload it's own problems. Pakistan would have radicalized anyways because the movement was primarily ideological (where the USA had no leverage) and also the actual set up wasn't something that required a heavy investment of capital which could only come from the USA. was however guilty of solidifying
political destabilization in Pakistan through the utterly irresponsible proliferation of cash. Most of this money wasn't funneled into the Islamist cause, it was siphoned off by the military. The massive cash windfall along with American favor enabled the already dominant military to finally establish itself as the state within the state thereby giving it the definitive advantage over all other institutions.

This is true, India's rise has a huge hype component. However if you're compare India and Pakistan, the picture is totally divergent. India got the fundamentals right and its stunted growth is actually engineered by its government that goes out of its way to sabotage impending progress in order to retain its power over the people. Even the economic "boom" since the 90s wasn't a miracle, it was simply a byproduct of the government's short term loss of control which unleashed preexisting potential. India does not lack the means to become a far more developed nation, it only lacks the ability to overcome the impediment imposed upon it by a ruling class desperately trying to hold on to power. This however cannot last forever.
Pakistan on the other hand lacks the foundation to become a stable state due to a string of horrible tragedies. There'll have to be a serious overhaul in order to change this.
All in all however, South Asia is one of the world's most underdeveloped regions and this will not change until India unleashes its potential.
