True. They will be lucky to even get 2 squadrons of J-10 in the future, let alone order J-31s.
The difference between PAF and IAF will slowly start resembling the difference in power between IN and PN.
Those ZDK-03s are not even AESA. Old slotted arrays.
Initially,(Atleast according to some self-claimed insiders) the plan was from 36 to as many as 108 J10Bs in PAF, replacing the F-16 as the high end of the fleet. This was before the economy nosedived from the artificial growth.
When the economy began unraveling, the PAF decided that they'd have to stick with the F-16s and JF-17s, until atleast 2014-15, (thus the order for 36 J-10Bs). The hope was that with AESA, IRST and IFRs, the JF-17 would be just about capable enough to present some sort of a deterrence to the IAF. They already realised they were in a sinking ship as far as matching the IAF was concerned. (

Now they are finding themselves in a state where they can't even finance even the IFR probes into the JF-17B2. There is severe cash crunch as far as development and future plans are concerned. There is also creeping doubt whether the J10B will indeed be available, given Russia will likely block sales of AL31 engines to Pak. The idea is that they'll save the money and instead by 2022-25, they'll have more 5th gen ACs then initially planned.
Their fleet will whittle down to about 200-250 jets, (150 JF-17s, 63+18 F16s and J-31) post 2020, as per some sources. These numbers, if correct, will give the IAF disproportionate superiority, even in their airspace. I also believe that the time required to establish IAF dominance over PAF will come down from the current 6 days. Perhaps its time the IAF began planning towards air Supremacy over Pak skies instead of air superiority.
