NEW DELHI: China's longterm plans for Pakistan would do the East India Company proud. Proposals for the China Pakistan Economic Corridor revealed in Pakistani newspaper Dawn envisage thousands of acres of agricultural land being leased to Chinese enterprises to set up demonstration projects and a fibre-optic system that will facilitate the dissemination of Chinese culture.


The proposals seem to confirm that Pakistan will become an economic colony of China as CPEC will help Beijing tighten its strategic embrace of its ally and provide it connectivity from Xinjiang to the Arabian Sea at Gwadar in Balochistan.




The range and scope of the plan is breathtaking, showing a deep penetration into Pakistan's economic life. This could have several implications for India - Pakistan's sovereignty could be forfeited to Chinese interests and China would be uncomfortably close to India's borders in the east and west.

It would be a virtual ring-fence of India.

The land will be leased for projects ranging from seed varieties to irrigation technology. A full system of monitoring and surveillance will be built from Peshawar to Karachi, with 24-hour video recordings on roads and busy marketplaces for law and order.

A national fibre optic backbone will be used not only for internet traffic but also terrestrial distribution of broadcast TV, which will cooperate with Chinese media in popularising China's culture.

The Pakistani government has argued that CPEC will spur the economy and its linkages with agriculture and power will benefit citizens. Its critics, particularly in Gilgit-Baltistan and Balochistan, feel it is an infringement on their land and culture.

Others have pointed to strings attached to Chinese aid. It was noted that the "CM" of Gilgit Baltistan was not involved in the One Belt, One Road discussions in Beijing attended by PM Nawaz Sharif.

The Dawn report said, "The plan envisages a deep and broad-based penetration of most sectors of Pakistan's economy as well as its society by Chinese enterprises and culture. Its scope has no precedent in Pakistan's history in terms of how far it opens up the domestic economy to participation by foreign enterprises."

The report concluded, "In the areas of interest contained in the plan, it appears access to the full supply chain of the agrarian economy is a top priority for the Chinese.

After that, the capacity of the textile spinning sector to serve the raw material needs of Xinjiang, and the garment and value added sector to absorb Chinese technology is another priority.

Next is the growing domestic market, particularly in cement and household appliances, which receive detailed treatment in the plan.

And lastly, through greater financial integration, the plan seeks to advance the internationalisation of the renminbi, as well as diversify the risks faced by Chinese enterprises entering Pakistan."

Laying out the risks, it said the topmost problem was politics and security. The next big risk was inflation, which the plan said had averaged 11.6% over the past six years.

Its not funny business people. Even a dalal in Hira Mandi will not sell his mother or sister till the right price is offered and Punjabi dalal Paki army is selling a whole country. There must be a behind the scenes military pact behind this otherwise Paki army will not give such enormous concessions even for money. This only means one thing- space for even a limited conventional war is over and India will have to have the iron heart to use nuclear weapons immediately if war is decided upon. Time to ramp up missile and missile defence tests.

The plan also offers to maintain a mechanism that will “help Chinese agricultural enterprises to contact the senior representatives of the Government of Pakistan and China”.

The plan makes some reference to export of agriculture goods from the ports,but the bulk of its emphasis is focused on the opportunities for the Kashgar Prefecture.

One of the most intriguing chapters in the plan speaks of a long belt of coastal enjoyment industry that includes yacht wharfs, cruise homeports, nightlife, city parks, public squares, theaters, golf courses and spas, hot spring hotels and water sports. The plans are laid out in surprising detail. For instance, Gwadar will feature international cruise clubs that “provide marine tourists private rooms that would feel as though they were ‘living in the ocean’.”

Towards the end, it asks for the following: “Make the visa-free tourism possible with China to provide more convenient policy support for Chinese tourists to Pakistan.” There is no mention of a reciprocal arrangement for Pakistani nationals visiting China.

But the entry of Chinese firms will not be limited to the CPEC framework alone, as the recent acquisition of the Pakistan Stock Exchange, and the impending acquisition of K Electric demonstrate. In fact, CPEC is only the opening of the door. What comes through once that door has been opened is difficult to forecast.

By the way, don't yacht wharfs, cruise home ports, nightlife, city parks, golf courses, spas, hot spring hotels, water sports etc which are going to be built by the Chinese go against the grain of an extremist Islamic state like Porkistan? Or are the mullahs and the 'good' terrorists going to be encouraged to enjoy the nightlife and spas at Gwadar too?

45% of Porkistan is reeling under poverty and it says nothing about poverty alleviation, healthcare or education which is a total mess.

Keeping aside this CPEC comedy, can someone tell me that this is not the final nail in the coffin for Pak to become an Autonomous Region of China?

The Social and Environmental concern are always the subject that the West employs to criticise development project in the less developed world. They want to make sure that the less developed nation would never be developed and challenge them.

A developing nation wants to make progress needs to sacrifice at the beginning in order to GET THERE.

I am using a colouring chemical called phthalogen blue that used to be produced in China. Now the whole world stopped and India is the only country that is still producing. The production of this item is highly pollution and cancer causing.

Other items that the West loves such as Denim, the production of which is harmful to the workers and ecology. The West won’t produce them but instead bought these from China and India.

If a developing nation copy and paste the system and standard in the West, like my Country has been doing, the economy will never pick up.

Forget about missile tests...out babus don't have balls to launch existing nukes if invasion is declared.

Lol Babus can suc* my d***. Its time SFC takes total control of nukes including all launch codes from NSC. Only PM should be civilian face of nuclear weapons.

India govt should aggressively open Indian economy for FDI. We should aggressively focus on Industrialization by eradicating corruption in clearances (single window clearance for everything file should be cleared within a couple of weeks instead of months years). We should also focus on semi conductors & electronics, LCD & OLED display panels, Appliances to make India import free. We should start levying Anti-Dumping Duties on every items imported from China. We should start penalizing companies who manufacture their products in China and then market it in India. Also govt should make policy that no politician can interfere in working of any company. Finally, LABOR LAWS are the biggest hindrance which should amended and labor union powers should be restricted if possible no union should be allowed. Once we start manufacturing on larger scales we can give China, and it OBOR CPEC a run for its money

CPEC plan made public: Nawaz Sharif's march towards turning Pakistan into Chinese province begins

The Chinese are coming to Pakistan just as the British first came to the subcontinent — with plans of colonising the economy, tweaking the culture and turning it into a client-supplier state perennially in its debt.

A detailed report by The Dawn on the proposed China-Pakistan Economic Corridor (CPEC), makes Chinese president Xi Jinping resemble Robert Clive out to turn India's western neighbour into a vassal without firing a shot, and, ironically, make it bear most of the cost of the complete and total subjugation.

As the newspaper points out in an exclusive report, the flood gates are opening. And, "what comes through once that door has been opened is difficult to forecast."

Contrary to popular perception, the proposed CPEC is not just about Chinese access to Pakistan's Gwadar port and through it to Africa, the Middleeast and markets down under as far as New Zealand. It is a mammoth plan for controlling Pakistan's domestic markets, agriculture, dairy, poultry, supply-chains, internal security, surveillance system, cultural ethos and even entertainment.

If Pakistan Prime Minister Nawaz Sharif, who is in Beijing to participate in the One Belt One Road (OROB) accepts the plan in toto, he would be effectively turning his country into a Chinese province and its people into mass consumers of and labourers for Chinese products.

Consider some of the proposals reported by the newspaper:

1) Chinese control over thousands of acres of agriculture land for setting up demonstration projects to cover everything from production of seeds to irrigation technology to storage and supply chains. According to the report, "the plan outlines an engagement that runs from one end of the supply chain all the way to the other. From provision of seeds and other inputs, like fertiliser, credit and pesticides, Chinese enterprises will also operate their own farms, processing facilities for fruits and vegetables and grain. Logistics companies will operate a large storage and transportation system for agrarian produce."

2) China also plans to deploy its information technology for effective surveillance of cities from Karachi to Peshawar. The entire region would be monitored 24 hours for law and order. The network for this surveillance system would also help Chinese channels to broadcast their programmes for the cultural assimilation of the local population. "The plan envisages a deep and broad-based penetration of most sectors of Pakistan's economy as well as its society by Chinese enterprises and culture. Its scope has no precedent in Pakistan's history in terms of how far it opens up the domestic economy to participation by foreign enterprises," the newspaper says.

3) Though the Chinese are ready to effectively take over markets, supply chains and even security — there are plans for a "safe cities project"— they are trying to minimise their own exposure because of the risks — political instability, terrorism, inflation, Pakistan's inability to attract foreign currency and the influence of the West.

China believes that Pakistan can absorb a direct investment of just $1 billion per annum because of its own fragile economy. So, it wants its client state to generate finances for the project through loans, sovereign guarantee bonds and participation of local governments.

According to the newspaper, "Gwadar receives passing mention as an economic prospect, mainly for its capacity to serve as a port of exit for minerals from Balochistan and Afghanistan, and as an entreport for wider trade in the greater Indian Ocean zone from South Africa to New Zealand. There is no mention of China's external trade being routed through Gwadar."

Chinese intentions are obvious. It is creating demand for its own industry in Pakistan, using its land for producing products that it could export to the rest of the world and treating Pakistan as one of its provinces by controlling the security and surveillance environment. All this may look like a win-win deal to Pakistan because it is hoping that Chinese intervention would kick-start its struggling economy and generate high employment.

There are obvious downsides. Just like the East India Company made inroads into the sub-continent in the guise of traders and merchants, Pakistan will gradually come under the baton of its neighbour, surrendering its economy, security, markets, technology and culture to Chinese influence. And since much of the finances would be provided through local participation, its entrepreneurs and governments would be in huge debt and someday pay a huge price for the inability to repay.

India can look at both the positives and negatives of the development. Huge Chinese investments in almost every sector of Pakistan's economy and control of surveillance would automatically bring about a measure of stability and responsibility. Since the Chinese are gambling heavily on Pakistan, they would obviously like to control risks like terrorism, political instability and confrontations with neighbours that can trigger a blowback. A stable and responsible Pakistan, obviously, could be a more welcome neighbour than a rogue state in financial and political mess.

The downside of course is that China's presence in and control of Pakistan's security environment turns the neighbour into a more formidable adversary. With the Chinese planning to get entrenched deep in Pakistan's markets, industry, cities and fields, India would have to deal with increased Chinese interference in bilateral disputes. It would also help China encircle India, a dream that is top on its agenda.

There is, of course, the possibility that much of the proposed plan would remain just on paper. Since memories of the British Raj aren't too old, Pakistan may have not forgotten the biggest lesson from it: Smart invader first sends its traders and investors.

@Neo One more example for you. Today Alibaba signed a deal with Nawaz Sharif to promote chinese exports to pakistan through alibaba.

Seriously? If anything, it should be the other way around or at least balanced. Pakistan is the one who needs to increase exports, not chinese. Ulta chinese are selling and pakistanis are buying which is not so good for pakistan as a whole.

Most certainly they will for two reasons:

1. It's an opportunity for the corrupt Generals of the pussy Islamic Army of Porkistan to make tons of money. For example the dysfunctional Porki Army owns and operates the largest container logistics company of Pakistan, National Logistic Cell, wherein thousands of its trucks are going to be used to ply over the CPEC to transport Chinese goods.

By the way, the Porki Army's National Logistic Cell, is Pakistan’s largest shipper and freight transporter (and the country’s largest corporation), which apart from container services, builds roads and constructs bridges too! No prizes for guessing who has got the contracts for building most of the infrastructure on the CPEC! No wonder they have deployed a CPEC road protection force of more than 11000 military personnel to safeguard their interests!!

2. They would have the advantage of the PLAAN working in tandem with them in case of a conflict with India. Remember, Gwadar is being built as a Chinese naval base with a huge airbase being constructed out there which would be able to operate all types of Chinese war planes and transporters. The CPEC will be used to pump in additional troops from China if and when required.

So there! The Porki Generals are not only laughing all the way to the bank but, needless to say, cocking a snook at us militarily as they have the Chinks behind them.

Unlike Porkistan which is making a song and dance about the $50 billion CPEC, we are quietly proceeding with our own mega projects - the four massive industrial corridors coming up at a whopping $400 billion!! Which is more than half the cost of the entire OBOR!!!

In short, complete emasculation of Pakistan.}
  • China will trengthen the safety cooperation with key countries, regions and international organizations, jointly prevent and crack down on terrorist acts that endanger the safety of Chinese overseas enterprises and their staff.”
  • The western and northwestern zone, covering most of Balochistan and KP province, is marked for mineral extraction, with potential in chrome ore, “gold reserves hold a considerable potential, but are still at the exploration stage”, and diamonds. One big mineral product that the plan discusses is marble.
  • The central zone is marked for textiles, household appliances and cement.
  • For the southern zone, the plan recommends that “Pakistan develop petrochemical, iron and steel, harbor industry, engineering machinery, trade processing and auto and auto parts (assembly)”

The belt will run from Keti Bunder to Jiwani. Wow. What happens to the mard-e-momin? Will the Fazlur Rehmans, Hafeez Saeeds, Masood Azhars, Jamaat-e-Islamists, Hizb-ut-Tahrirs, LeJ types and various similar outfits approve and allow this in the land of the Salafists/Wahhabists/Deobandis and Ahl-e-Hadiths? The Chinese seem determined to completely violate the "Land of the Purest". At this rate, we may even welcome it !!

  • DAWN's correct conclusion: But the entry of Chinese firms will not be limited to the CPEC framework alone, as the recent acquisition of the Pakistan Stock Exchange, and the impending acquisition of K Electric demonstrate. In fact, CPEC is only the opening of the door. What comes through once that door has been opened is difficult to forecast.
In simple terms chinese are getting lands and minerals of Indus region. Pakistanis will pay the debt. Dawn news paper is also another face of Pakistan establishment. Dawn is only publishing the truth and is questioning Chinese since Pakistani rulers cannot do that directly and are left with no options.

It seems Pakistanis should prepare to accommodate another noble class also wield power of Chinese decent in their society, since the agreement also involves visa free travel for Chinese. There will also be Chinese work force populating the region, Hope Chinese do not populate the areas with prison convicts like they did in Africa to do genetic demographic change.

Another important thing is surveillance and media agreements. Chinese will implement their version of state control and human rights, their media will promote Chinese culture.

Most certainly they will for two reasons:

1. It's an opportunity for the corrupt Generals of the pussy Islamic Army of Porkistan to make tons of money. For example the dysfunctional Porki Army owns and operates the largest container logistics company of Pakistan, National Logistic Cell, wherein thousands of its trucks are going to be used to ply over the CPEC to transport Chinese goods.

By the way, the Porki Army's National Logistic Cell, is Pakistan’s largest shipper and freight transporter (and the country’s largest corporation), which apart from container services, builds roads and constructs bridges too! No prizes for guessing who has got the contracts for building most of the infrastructure on the CPEC! No wonder they have deployed a CPEC road protection force of more than 11000 military personnel to safeguard their interests!!

2. They would have the advantage of the PLAAN working in tandem with them in case of a conflict with India. Remember, Gwadar is being built as a Chinese naval base with a huge airbase being constructed out there which would be able to operate all types of Chinese war planes and transporters. The CPEC will be used to pump in additional troops from China if and when required.

So there! The Porki Generals are not only laughing all the way to the bank but, needless to say, cocking a snook at us militarily as they have the Chinks behind them.
I see a huge opportunity for us. Lot of hardline Islamic elements like Lashkar e Jhangvi that hates even shia presence in pakistan will go over the roof with anger. All we need is few bags of cash to LEJ people and Paki army and pakiland will burn for days on end.

Another massive investment proposal by the Chinese is the construction of a dam across the Indus Cascade in Gilgit, a huge dam like China's Three Gorges dam that will produce > 6000 MW of energy! Cost? A whopping $50 billion! How Porkiland is going to pay back their masters this massive amount is anybody's guess. They'll probably have to barter away the whole of GB as they would never be able to return the loan or alternatively, the cunning Chinks would then divert the electricity produced by this damn to serve the energy requirements of the Xinjiang region instead.

Porkistan is being taken for a ride by their masters. It's being bartered away piece by piece.
