Need for a nuclear football

In the event of a nuclear attack on India when the PM is not in his office or Delhi, do we have fail-safe measures like the "nuclear football" of the US and the "Cheget' of Russia? If not then when is the Govt. thinking of providing the PM with all the powers he really possesses?
