Union Minister for Transport and Water Resources Nitin Gadkari said on Monday that the Centre would take steps to stop the unutilised Indian share of water flowing to Pakistan through three rivers. “The issue of three rivers whose water was given to Pakistan is a separate issue, but the water of our three rivers whose water is necessary for our development is also going to Pakistan. The Indian government has decided to stop water (of our share) of three rivers to provide it to Punjab, Haryana and Rajasthan to solve the problem of water),” said Gadkari amid cheers from farmers. The minister was addressing the concluding session of Agri Leadership Summit-2018 in Rohtak, Haryana.

“Three dams will be constructed in Uttarakhand to stop the unutilised share of India in the river waters from flowing back to Pakistan. Water thus saved would be brought to Haryana through the Yamuna to overcome shortage and feed the parched lands in the state. It will be taken to other states also,” he said.

“During Partition, India got three rivers but we could not utilise our share of the waters, which kept flowing back to Pakistan. Now, the Centre has decided to stop the flow of the country’s due share into Pakistan and utilise it to feed our parched lands.” He added, “The Centre had taken several steps to utilise water flowing waste into the ocean. Through drip irrigation, farmers will get three times more water, which would result in more than doubling the production”.

“Prime Minister Narendra Modi has assured farmers of the country one-and-a-half times the cost of production of crops as MSP and we will achieve it at any cost. In order to increase the income of farmers, the PM called a meeting today and I came straight to the summit after attending the meet,” Gadkari said.

Referring to the Indus water treaty (signed by India and Pakistan in 1960), the minister said the two countries each had got three rivers after Partition in 1947, claiming that Indian share of water was also going to Pakistan. Speaking to The Indian Express, Haryana Agriculture Minister Om Prakash Dhankar said, “The PM raised the issue of Indus water treaty earlier. But now, the minister’s statement means the matter may have reached the stage of planning.”

Why violence in Kashmir is a tempting prospect for ISIS


ISIS first declared its intention to move into Kashmir in 2016, describing it as part of its Khorasan province. But only in the past few months have there been the first signs of activity there.


In February, ISIS claimed the killing of a police officer in Kashmir's capital, Srinagar, through a Telegram channel called 'Kashmir Villayah.' State police chief Shesh Paul Vaid said the attack was a "cause of worry," telling Indian network NDTV that though there didn't seem to be a substantial presence of ISIS in the region, the attack could have been driven by ISIS ideology.


It was the second ISIS claim in Kashmir in three months. In November, the Qaraar media outlet claiming to represent the "mujahideen of the Islamic Caliphate in the gateway of India" posted a photograph of a militant who was killed in an attack in Srinagar that left a policeman dead. At his funeral, the militant's body was wrapped in an ISIS flag.


Officials in New Delhi have flatly denied that ISIS exists in Kashmir; Vaid also asserted it had no "substantial" presence in the region. But there is concern that ISIS' ideology may attract militant Kashmiri youth. Amira Jadoon of the Combating Terrorism Center at West Point says that "unlike their predecessors of the 1990s, this generation is educated and highly active on social media, a powerful recruitment tool for the Islamic State."


Militant cells in Kashmir benefit from widespread support among young Kashmiri men. On several occasions in recent months, hundreds of them have pelted security forces with stones in an effort to shield militants. The situation has been exacerbated by the lack of any political progress on Kashmir's future.


Two Pakistan-based groups - Lashkar-e-Taiba and Jaish-e-Mohammed -- have long been the main jihadi networks in Kashmir, and they are viscerally opposed to ISIS. No surprise, perhaps, that the pro-ISIS media outlet al-Qaraar has urged Muslims to abandon these groups and wage "pure jihad" under its banner, while describing Pakistan as an "enemy of Islam."


ISIS may find it difficult to challenge the Pakistan-based groups because -- in the eyes of the US and other western governments -- they enjoy the support of Pakistani military intelligence.



US Director of National Intelligence Daniel Coats told Congress in March that "militant groups supported by Islamabad will continue to take advantage of their safe haven in Pakistan to plan and conduct attacks in India and Afghanistan."


Additionally, Kashmiri militancy has been focused on liberating the region from Indian rule; it hasn't had much time for global jihad.


Jadoon says the possibility that ISIS can "inspire a sufficiently large number of young Kashmiris to stimulate an entire new wave of jihad in Jammu and Kashmir seems unlikely, at least in the short term." But the region is potentially attractive to ISIS, with a large community of radicalized youth, mountainous territory, and a long-established insurgency that could potentially be co-opted.

Announcing the decision, the State and the Treasury Departments of the US said on Monday that the MML has been added under LeT's designation as a Foreign Terrorist Organization (FTO) and as a Specially Designated Global Terrorist (SDGT) under two different laws.

Another LeT front, Tehreek-e-Azadi-e-Kashmir (TAJK), was also added to the US list of terror groups, it said.

MML has been actively campaigning with posters of LeT co-founder and Jamat-ud-Dawah chief Hafiz Saeed, who is a US-designated Global Terrorist.

The Treasury Department also said that MML president Saifullah Khalid, General Secretary Fayyaz Ahmad and five others have also been put under the scanner.

"LeT continues to operate freely within Pakistan, holding public rallies, raising funds, and plotting and training for terrorist attacks," a statement from the State Department said.

"Make no mistake: whatever LeT chooses to call itself, it remains a violent terrorist group," the Department's Counter-terrorism Coordinator Nathan A Sales told reporters in Washington.

What we r doing to prevent these groups?nothing.with current approach Kashmir problem will never be solved. 100s of our army man will continue die every year in kashmir. I doubt any politician will give two hoot about army man dying in valley. After all we hav 1.5 billion people. So there is no value for life

PM, HM, DM and FM should do a dharna at janter manter and carry out march at india gate to protest against encounters in kashmir which often results deaths of our soldiers.

Not to sound like a BJP worker here but let me ask you a question what would you do if you where in this position you are right on the fact that the politicians do not give two hoots to the sacrifices of the arm forces but I would like to know what would your approach be in Kashmir for a start I shall tell you mine if I was in the place of the current prime minister I will see to it that my forward commanders in the field gave the Pakistani army hell in Kashmir I will see to it that my forces would capture strategic force and make them part of our border system on the political front I would reach out to political parties like the J K NP and the politicians of GB and P ok but above and all delete the special provisions for Jammu and Kashmir

UN wants consensual sex decriminalised in Pakistan

ISLAMABAD: In a surprise move, Pakistan has officially ‘noted’ a recommendation made during the third Universal Periodic Review (UPR) which suggest repealing laws barring adultery and non-marital consensual sex.

It has also noted, among hundreds of other recommendations, others which suggest decriminalising such activities, and ensuring punishment for all perpetrators of violence against participants and those who may call for such violence, including members and leaders of jirgas.

An official working closely with the Ministry of Human Rights confirmed that the recommendation was officially ‘noted’. “Pakistan adopted the third cycle of UPR last month. The Office of the United Nations High Commissioner for Human Rights (OHCHR) will issue the official document in coming days,” they said, adding that the document which is publically available was issued after Pakistan’s review in November 2017.

WTF were we doing for the past nearly 60 years? If we had acted early on, we could have held the Pakis by their balls and shut the tap whenever we wanted.

Now it's going to take the better part of a decade to complete these projects (by which time Pak would have already imploded and split into several regions or taken over by their masters, China as the 6th Autonomous Region!). It was now that we needed to have turned the screws on them.

Exclusive: Pakistan could face U.S. aid cuts over human trafficking - sources

ISLAMABAD/WASHINGTON (Reuters) - The Trump administration is warning Pakistan it could lose U.S. civilian aid worth tens of millions of dollars this year if Washington finds that the South Asian nation has not done enough to combat human trafficking, U.S. officials said.

An aid cutback would deal a fresh blow to U.S.-Pakistan relations following President Donald Trump’s suspension in January of some $2 billion in U.S. security assistance over what Trump said was Islamabad’s failure to crack down on Afghan insurgent sanctuaries used for attacks into Afghanistan.

A large portion of U.S. civilian aid - $265 million in 2017, according to a source at the U.S. Embassy in Islamabad – could be withheld if the State Department puts Pakistan on a list of worst global offenders in human trafficking in an annual report due out in June.

The funding is relatively modest for the size of Pakistan’s economy. But Islamabad could suffer a heavier jolt if Washington also decides to oppose new assistance from international financial institutions such as the International Monetary Fund and the World Bank.

Pak is getting slammed from all sides. First the US suspending CSF, then the UN putting it on the FATF watch list till June after which it it will be placed in the grey list which will have an adverse impact on its economy and now this. Next? Probably suspension of funding from international lending institutions! And that will be curtains for Pak. I love it! :biggrin2:

Pakistan's complaint to Japan against India falls flat


In a meeting with Japanese Ambassador to Pakistan Takashi Kurai here, Pakistan's National Security Adviser Nasser Khan Janjua on Thursday chose to raise the Kashmir issue, however, the envoy instead sought to know about situation in Afghanistan.

Janjua said to divert attention from the situation in Kashmir, Indian army was firing across the Line of Control (LoC), according to The Express Tribune.

However, the envoy instead discussed North Korea-USA relations with Janjua and sought his comments on the situation in Afghanistan.

In his response, Janjua highlighted the visit of Pakistan Prime Minister Shahid Khaqan Abbasi to Afghanistan and praised Afghan President Ashraf Ghani's move to initiate peace dialogue

US 'restricts movements of Pakistani diplomats' in Washington, other consulates

Starting May 1, the US will reportedly restrict the movements of Pakistani diplomats in the country to within 25 miles of their posts, said numerous reports in the Pakistani press.

These reports further said that Pakistani diplomats would have to take permission - at least five days in advance - to travel beyond 25 miles.

A notice to this effect was apparently sent to the Pakistan embassy in Washington, although both the embassy and the US State Department have denied it.

Pakistan's Dawn newspaper said that the country's embassy in Washington received the notification in mid-March and since then the two sides have had several discussions on this issue, both in Islamabad and Washington.

Diplomatic relations have been tense between the US and Washington since last August when US President Donald Trump put Pakistan on notice for providing "safe haven to agents of chaos, violence and terror".

In addition, things took a turn for the worse last week when a US diplomat in Islamabad ran a red light, while allegedly led to the death of a motorcyclist. The diplomat, military attaché Colonel Joseph Emanuel Hall, wasn't arrested because he enjoys diplomatic immunity.

While denying any restriction on Pakistani diplomats in the US, both the US State Department and the Pakistani embassy in Washington said the accident hasn't affected diplomats' movements in either country.

Meanwhile, the US today reiterated that its Islamabad military attaché enjoys diplomatic immunity under the Vienna convention, reported PTI news agency.

"In accordance with the Vienna Convention on Diplomatic Relations, the individual, like all diplomats, is immune from the criminal, civil and administrative jurisdiction of Pakistan and cannot be arrested, detained, or banned from leaving the country," the spokesperson said.

"For the safety and security of those involved, we cannot disclose the diplomat's current location. We are in close contact with the appropriate Pakistani officials," the spokesperson said, adding that the US embassy is co-operating with the investigation

Pak army butchering Pashtoons like animals: MQM


Pakistan's Muttahida Qaumi Movement (MQM) has accused the country's army chief, General Qamar Javed Bajwa, of "butchering" members of Pashtoon community like animals.


Party's founder Altaf Hussain made this remark days after Pakistan witnessed a huge protest rally in Peshawar, wherein Pashtoon community demanded from authorities to release members of their community who have been "illegally" arrested.

Speaking on the party's 34th foundation day in Johannesburg, South Africa, recently, Hussain lambasted the military establishment for imposing stratocracy in Pakistan and said the same has launched a witch hunt against his party.

"MQM wants real democracy in Pakistan and wants to eliminate the stratocracy imposed by the military Junta from Pakistan," he said during the event, which was also attended by Secretary General Solly Mapaila of the South African Communist Party.

The sly cabal of the military junta and corrupt feuds of the country have launched a genocidal military operation against MQM so as to silence their sole struggle for the oppressed nations in Pakistan, Hussain said.

Hussain, who lives in self-imposed exile, further accused Pakistani state of enforced disappearances of about thousand workers of MQM in Karachi.

He said, "58 have been extra-judicially executed and over 10,000 are in arbitrary detention without access to any due process and the culprit is Pakistan's military and intelligence agency the Islamic State".


He also highlighted the abduction of MQM'd deputy convener Dr. Hassan Zafar Arif and blamed Pakistan military for not allowing the media to publish or telecast Hussain's speech and statement and barring the public to have a telephone conversation with him.

On the occasion, Hussain also sought the assistance of Mapaila to bring justice to Mohajirs (immigrants from India).

He also said the MQM assures education and health facilities for all the ethnic groups including Seraikis, Pashtoons, Balouchs, Kashmiris, and Hazarwals.

No meeting has been planned between India-Pakistan in London: Indian envoy to UK


LONDON: Indian High Commissioner to the United Kingdom (UK) YK Sinha has reiterated that no bilateral meeting has been planned between India and Pakistan on the sidelines of Commonwealth Heads of Government Meeting in London.

"Ministry of External Affairs (MEA) spokesperson Raveesh Kumar has already said that no such meeting [India-Pakistan bilateral meeting on sidelines of Commonwealth Heads of Government Meeting in London] is planned and as far as I know there is no change in this position," Indian High Commissioner to UK.

Sinha also informed that issues related to terrorism and economic offenders will be the focus of the visit.

"Economic offender issues will be discussed in the visit along with some of the cases being monitored by the court. Terrorism will also be discussed."

The Diplomat's remarks came in the backdrop of PM Modi's five-day, three-nation tour to Sweden, the UK and Germany.

The Prime Minister wrapped up his one-day visit to Sweden and arrived in London on Tuesday to take part in the 2018 Commonwealth Heads of Government Meeting.

There Will Be No Reduction in India's Role in Afghanistan - Pak pressure wont work : Afghan Envoy

Afghanistan has expressed disappointment over Pakistan's attitude to its latest initiative for bringing an end to conflict through offer of unconditional peace talks with Taliban.

It has also asserted that there will be no reduction of India's engagement with the country under pressure of Islamabad. So far there had been no response from Pakistan to act on the important points agreed to during their Prime Minister Shahid Khaqan Abbasi's recent visit to Kabul, Ambassador Shaida Mohammad Abdali said here, adding that one of these points was making the Taliban agree to engage in negotiations with the Afghanistan government

''We are still awaiting a positive step forward from Pakistan even as border violations were continuing,'' Mr Abdali said during an interaction with members of the Indian Association of Foreign Affairs Correspondents here yesterday. It may be pointed out that Kabul and Washington have been putting pressure on Islamabad to deny safe havens to insurgents blamed for attack in Afghanistan.

The Afghan Ambassador said his country has now to see how far Pakistan goes to push Taliban towards peace talks. In this connection, his government had adopted a two-pronged approach- one to engage at government to government level with Pakistan, and the other to deal with the Taliban as a group, the Ambassador said.

So far, the Taliban had not got back to our government over the unconditional peace talks offer, which means they were pondering over it, he said. The Afghan envoy also accused the Taliban of deceiving and creating confusion among his country's friends by projecting a Taliban vs Daesh tussle in his country. ''The fact was that this Daesh had not come from Iraq or Syria but was part of the Pakistani Taliban, consisting of local people across the Duran Line, '' he said.

The Afghan envoy stressed there was a consistent effort to prolong war in Afghanistan by creating distrust between regional and international partners of the country. He also said the Afghan people would never like to see the Taliban back, as these groups were imposed from without.

Replying to a question, Mr Abdali said his country would not come under pressure of Pakistan to reduce India's role in his country. ''For Afghanistan ties with India are very important and this partnership is very special.'' He said besides economic engagement, India was also playing a very substantive role in strengthening his country's defence forces.

India was obtaining four fighter helicopters for Afghanistan through Belarus as an interim help. This help was urgent to bolster the air force for the coming summer fighting season. This was an interim arrangement before the four -year US plan(1918-22) for strengthening Afghan defence is completed, he said. ''Besides, our defence minister attended the Chennai Defence expo where he has seen new products, and we will soon be giving our new list ,'' he said.
