Weapon and Technology: Pakistan Navy Dilemma

Terming the proposed induction of two nuclear submarines into the Indian Navy as a "cause of great concern", Pakistan has said it is taking "necessary measures" to restore the strategic balance in the emerging situation.

Pakistan Navy Chief Admiral Muhammad Asif Sandila said Islamabad can neither afford nor plans to match the Indian Navy in terms of numerical strength. "The strategic dimension of India's naval buildup is a cause of concern not only for us but for the entire Indian Ocean Region (IOR). I feel nuclearisation of the IOR does not augur well for peace and stability in the region.

"We are mindful of this development and taking necessary measures to restore the strategic balance,". He was asked how Pakistan would respond to the Indian nuclear-powered, nuclear-armed ballistic submarines. India is scheduled to induct two nuclear submarines in the near future which will include its indigenous INS Arihant and the Russian-leased Akula class INS Chakra.

Experts feel that to match Indian nuclear submarine programme, Pakistan would seek help of the Chinese. "Pakistan and China are militarily very close and they may seek help of the PLA Navy to deploy its nuclear submarines in its waters to match Indian capabilities," Commander (retd) Sunil Chauhan said on the possible measures to be taken by Pakistan.

Sandila said his country can "neither afford nor do we plan to match it (Indian Navy) in terms of numerical strength, be it the number of Pakistan Navy personnel or platforms." "We have our own employment strategy... It is not exclusively Indo-centric. It is essentially based on achieving certain capabilities that we hope will help us deliver in the hour of need," he said.

The leased submarine, the 8,140-tonne SSN Nerpa, was commissioned in the Russian Navy in December 2000 and belongs to the Soviet-era nuclear-powered submarines of (Nato-named) Akula II Class. The Akula Class submarine was deployed for the first time in 1986 by the Soviet Navy. The project to lease two Akula-II nuclear submarines was initiated by India in 2002. The deal for the first submarine was signed in New Delhi in January 2004 and for the second in December 2007.

In a major boost to its underwater strike capabilities, India will induct its Russian-origin nuclear-powered submarine 'Nerpa' in the first week of April. 'Nerpa', which will be rechristened as 'INS Chakra', is scheduled to arrive at its home base of Visakhapatnam in the first week of April and is expected to be commissioned formally into the Indian Navy by Defence Minister A K Antony on April 5, Defence Ministry officials told PTI here today.

The submarine will be on a ten-year lease under a deal expected to be worth over USD 920 million, they said. An Indian crew had set sail with the Akula II class vessel to India in the end of January. After the 'INS Chakra' joins the naval fleet, it would be for the first time in more than two decades that the Indian Navy would have a nuclear attack submarine. This will also propel India in the elite league of six nations operating nuclear submarines.

India is also working on development of indigenous nuclear submarines of the 'Arihant' class. The first submarine 'INS Arihant' was launched for sea trials recently and is expected to start operational patrols by the end of this year. The Navy will have three submarines of this class by the end of this decade. India already possesses or is in the process of developing a family of nuclear-capable missiles including the Agni series, Prithvi variants, naval missile Dhanush, and submarine-launched Sagarika.

Meanwhile, the Navy will commission 'Admiral Gorshkov' aircraft carrier on the Navy Day on December 4 this year in Russia. The aircraft carrier has been under retrofit for the last over five years at Russian facilities and is expected to reach Indian waters only in mid-2013.

Union Defence Minister AK Antony on Wednesday said that India was considering a proposal to lease a second Russian-built nuclear powered attack submarine. "There is a proposal, but we haven't taken a decision yet," Antony told the media at the induction of India's first nuclear-powered attack submarine (SSN), the INS Chakra. Antony did not reveal who had made the proposal, but sources say it was made by Russia a few years back. Funds are clearly not a problem. "India can afford it (the second submarine). It is reasonable," Antony said.

The Russian-built INS Chakra has been leased from Russia for ten years. It was inducted into the navy at a small function organized at 'Jetty X' a secured anchorage inside the Shipbuilding Centre (SBC) near the naval dockyard Vizag.

The boat and its crew of 84 personnel arrived in India on May 31 after a submerged passage from Vladivostok lasting over 50 days. The induction of the INS Chakra has catapulted India into an elite club of five nations operating nuclear powered submarines.

Initially, India had planned to lease two Akula-class submarines, originally built for the Soviet navy. The lease, however, was signed in 2003 only for a single SSN. The prohibitive cost was one of the reasons cited for this decision. The total cost of the lease is around $1 billion (Rs 5,000 crore).

Antony said that the Chakra would play a major role in reshaping the Indian Navy's maritime security. As the 8,000-ton submarine's nuclear powered reactor hummed silently in the water below, dignitaries including Russia's envoy to New Delhi, Alexander Kadakin, hailed the induction as a landmark in Indo-Russian defence cooperation. "No other country is ready to share everything," Kadakin said, referring to joint ventures like the BrahMos supersonic cruise missile and the Fifth Generation Fighter Aircraft.

Armed with anti-ship and land-attack cruise missiles and torpedoes, the Chakra is a huge force multiplier. Navy chief admiral Nirmal Kumar Verma said the induction of the Chakra would increase the navy's operational flexibility and contribute to its presence in the Indian Ocean Region (IOR).

The SBC in Vizag is a highly secured facility in Vizag guarded by electrified wire, dogs and Marine Commandos. It is the core of India's ambition for a nuclear navy under the Advanced Technology Vessel (ATV) project jointly run by the navy, DRDO and Bhabha Atomic Research Centre (BARC). Media persons were first let in here in July 2009 for the launch of the INS Arihant, the country's first indigenously constructed ballistic missile submarine (SSBN). "In the coming months and years, you will have to come here for many more functions," Antony told media persons. :cowboy:The Arihant began harbor trials this year. Antony said the Arihant would be ready for sea trials later this year.

Naval officials indicate it could be commissioned in another year. Two more SSBNs, the second of which is to be called the Aridaman, are being built here.

yeah get second one, we need it, dont want our enemies to tag team on us.................. plus we will have local nuke subs.
