Thats a NVG mount where you directly attach it to your head instead of a helmet like normal people.

Skull-crusher with swivel mount for monocular NVGs. We've been using it for a while in two main configurations, first one is for low profile long range recce and second one is for direct combat operations during night since our ACHs never came with Shrouds and rails.

There are modern alternatives that I've seen in use with CAG called nightcaps, developed by crye precision attaching the relevant pics here
