I was thinking about quick methods to improve the soft power of India utilising its historic moderate stance on global politics, and it got be wondering whether the Commonwealth of Nations might be a good platform for India to use to its advantage, considering that the community speaks English and contains a large Indian diaspora.
The Commonwealth of Nations has several inter-governmental bodies that could be transformed into a permanent assembly: the Commonwealth Heads of Government Meeting and the Commonwealth Parliamentary Association, the latter being appointed by national governments.
I would create an assembly where each country's government nominates a percentage of lawmakers as per its population, from which one lawmaker is randomly chosen to represent the country.. It can be modeled on the Council of Europe and renewed every five years.
