Because with each Rafale addition to the fleet, IAF can raise those many Meteor-tipped strike packages.

Since we have 11 now, in a conflict, IAF can send up to 11 packages with a mixture of aircraft, one of which could be a Meteor-tipped Rafale. PAF and PLAAF have no sure-shot way of knowing what's coming on their way. The next time an AIM120-tipped F16B52 is scrambled from porkiland, it will bear down on the pilot that his enemy can potentially take him out before his AIM120 even has a chance.

The next Balakot-like op will include Rafales.
