I found very interesting discussion about Kashmir issue on quora.
Question: Why shouldn't India give up on Kashmir so that Indians can live peacefully, we can save money that we spend in defence?
Ignore the so called activists who cry for freedom for Kashmiris. They don't give a damn for the Kashmiri Pandits, or the Buddhists of Ladakh or the Kashmiris who have voted in large percentage in our elections. They want to score brownie points against Indian government, BJP, the PM Mr. Modi etc.
If we abandon Kashmir for either freedom or to join Pakistan, imagine the fate of the Kashmiri Hindus, the Buddhists, the Shias of Kashmir living in areas like Kargil who have stood by India and the people of Kashmir region who have voted in Indian elections. Pakistan will quickly gobble the region and make any independence they have to disappear and the fate of these people will be the same as the fate of minorities in Pakistan.

- The last ruler of the princely state of Kashmir, Maharaja Hari Singh has acceded his state to the Indian Union. The instrument of accession is disputed by Pakistan. In 2010, UN removed Kashmir from its list of disputes (Jammu and Kashmir out of U.N. list of disputes). It is still a bilateral dispute between India and Pakistan
- India has a responsibility towards all the people of J&K. There is a Hindu majority in Jammu and there are a good number of Buddhists Ladakh region. Among the Muslims of Kashmir region, a certain percentage wants freedom from both India and Pakistan. A certain percentage wants J&K to be made as part of Pakistan. As a combined set of people, they have participated overwhelmingly in J&K state elections - Jammu and Kashmir Legislative Assembly election, 2014. More than 65% of the state electorate participated in the elections that was called as free and fair by UN, EU and other international observers. It is a clear sign of the majority people of the state being a part of India.
- A good percentage of people of the state is very unhappy with the Indian army and AFSPA. It is quite understandable. India has to judiciously evaluate and plan for its removal of AFSPA and Indian army from J&K. No citizen will like the army doing routine checks. We are doing it to prevent terrorist attacks but in the recent past, the terrorist related activity in the state has reduced. May be the army can be in the barracks. We can have a mechanism whereby the state CM, the state Home minister, state police chief and state governor, India's Home minister, and our NSA can evaluate the situation from time to time, or in cases of emergencies and bring in the army if required. This will help improve one of the biggest anger of the state's people.
- We should increase our infrastructure in the state. Already the state's railways is being improved recently. We should continue to make more investments in the state for jobs creation.
- We should engage with the Pakistan government on peaceful resolution of the dispute. There is no point in saying that all of Kashmir belongs to India. It is good to hear, but not practical. The POK has never been ruled by India. It went to Pakistan when Pakistan invaded and occupied it in 1947. Similarly we lost Aksai Chin to China in 1962. Let's forget it, establish peace by discussing and agreeing with Pakistan and China. In fact it would be better to close it with China first and use it as a leverage with Pakistan. Let us govern well the part of J&K we currently rule.
- Pakistan army and their terrorists will try to disrupt peace between the two countries. Let us be reasonably mature in dealing with the Pakistan government. Ending the peace talks is what the terrorists and Pakistan army wants and we should not make their jobs easier by stopping peace talks for slightest provocation. If there is an event like 26/11 Mumbai attacks, we can definitely suspend the talks and force Pakistan to take action against terrorists.
- Let us also assure Pakistan that the Indus waters treaty will continue with probably mutually agreed modifications to suit the present requirements of the two countries. Pakistan has a major worry on that part.
