Why you wish to buy a previous generation graphic card? Either go with GTX 1060 or RX470/470.then i must i have watched core i5 6400 vs core i5 4460 or core i3 6100 vs amd fx 6300 and gtx 950 or a gtx 960 good enough for 1600x900p monitor

No, there are several variant, mine is 552JX costing 69,000 ~its a laptop and insanely expensive around 81k.

4k monitor are ridiculously expensive. The cost 35K+ INR and at the same time you would require something like GTX 1080 which itself cost 55K+ INR.my monitor is just 1600x900p so buying a gtx 1060 will be an overkill
one thing i can do is to buy every component minus the gpu.And i will buy the gtx 1060 when the prices are lower or i have saved more money

RX 470 is targeted to 1080p for moderate gaming. RX 460 would be lower power version RX 470. Both of them are going to be launched on 8th August. RX460 or RX470 will be perfect fit for you.
You can get a QHD monitor in 25K+ INR. For QHD monitor I would suggest GTX 1070 or RX 470 class GPU.then how much will a qhd monitor cost (please not more than 20-25k)

AMD ZEN and Intel 14 nm processors are due to be unvied in Q4 2016 which would be sep to dec... They probably would last a long time..
Probability for Intense Price war is very high leading to better value for consumers ..

Also not to forget you won't have a proven full proof system in beginning.
