I don't think attending a conference will harm US in any way. it's just a conference. Washington has a narrow mind.
Why dont China organize such conference in Beijing and shun NASA head while invite all other. Or better organize only Asian conference

It's actually a good thing. Many people have fantasies of depending on Americans but Washington can terminate this at any time if you don't comply with them politically. Remember in Russia's annexation of Crimea in 2014? US threatened to kick Russia out of ISS. but US still depends on Russian Soyuz spacecraft so they can't do this for now. If Orion/Dragon/Starliner is complete, then US can send their astronauts into space on their own. It won't be surprised if US decides to terminate cooperation with Russia on ISS. Get Russia out of G8 is another example.

................
NASA is prohibited by law from bilateral cooperation with China in space exploration, but other space agencies, including ESA, are pursuing broad collaboration with China’s space programs.

Wu Yanhua, the deputy head of the China National Space Administration, planned to attend the International Astronautical Congress. But he was not on the heads of agencies panel Monday as scheduled, an absence widely noted at the conference.

Pascale Ehrenfreund, head of the German space agency and a moderator during the heads of agencies panel, blamed Wu’s absence on a “time conflict.”

Russian and Chinese officials have been forced to skip some international space conferences in recent years due to difficulties obtaining visas. Dmitry Rogozin, head of Roscosmos, is subject to U.S. sanctions levied after Russia’s annexation of Crimea in 2014, and was represented by Krikalev for Monday’s opening of the International Astronautical Congress.

While international support appears to be building for NASA’s moon program, Congress has not approved a budget to pay for the Trump administration’s plan to accelerate the timeline for the next crewed lunar landing from 2028 to 2024.

mock up of China's new manned rocket, replacing the long march 2F. It doesn't have a name yet. informally it's called 921 rocket after the 921 project.

China should concentrate on the lunar south pole.. India, unfortunately could not land on the south pole... But, the orbiter is still researching the south pole... Considering that it's where any human settlement in the future will be, there should be more enthusiasm and international collaboration, to explore the southern polar region.

some rocket mock ups.

921 new manned rocket(left):
this guy is said to be under development, used to replace the old long march 2f. but information about it is scarce. all i know is it has a design of maximum takeoff weight about 2,200 tons. using Lox/kerosene fuel. the worrisome and expensive LOX/LH2 Long March 5 heavy is definitely not reliable enough and has no hope for future manned missions. so a new manned rocket with reliable tech such as LOX/Kerosene engine and CBC structure was proposed.

Long March 9 super heavy(middle CZ-9):
this one has been under study for over 2 decades it's probably in preliminary development.
Designed specs:
LEO: 140 ton
LTO: 50 ton
First stage: 480 ton YF480 LOX/Kerosene engine
Second stage:220 ton YF220 LOX/LH2 engine
Booster: 480 ton YF480 LOX/Kerosene engine
The engines haven't been tested. the engine test platform is still under construction. It probably needs at least another decade to develop this rocket. A debut around 2030 is the most optimistic prediction. Lacking funds is believed to be the primary reason for the slow progress.

Long March 2F(right) the workhorse of china's previous manned mission and will continue serve its role for a long time.
