Su-25 has R-95Sh engines which are R-25 version without aftreburner. R-25 series engines are used on MiG-21 and are widely available on the second hand market.
And yes, Su-17 is powered by Al-21F-3 and cannot be powered by almost twice smaller and less powerfull R-25 with different mounting scheme and harness
