So it's back to square one? The whole issue is about China's nine-dash line which covers almost the entire South China Sea even infringing on the EEZs of the littoral countries that are up in arms at this transgression by China.

This so called 'unconditional' offer means that China gets to keep the nine-dash line intact in perpetuity, which amounts to total disregard of the UNCLOS Treaty.

China was the first country in the world to discover and claim Huanyan Island (aka Scarborough Shoal) and the other South China Sea islands during the Qin and Han Dynasties, which was two thousand years ago.

The South China Sea islands have been Chinese territory for two thousand years.

Huangyan Island/Scarborough Shoal has always been Chinese


• 2000 years ago, during China’s Qin and Han Dynasties, China first found and named Huangyan Island.

• In 1279, Chinese astronomer Guo Shoujing established 27 observatory stations and Huangyan Island was home to one of them.

• In the 15th century, Zheng He’s navigation map pointed out the location of Huangyan Island.

• In 1947, a map drawn up by China’s Interior Ministry meant China had already started to manage Huangyan Island.

• In 1930 and 1960, Huangyan Island was not included in the Philippines’ Constitution and Territorial Baseline Law.

There have been hundreds of ancient shipwrecks found in the South China Sea. To date, every single one has been Chinese. No Southeast Asian country was able to build a Chinese galleon-class ship.

The physical evidence clearly shows that only China had the capability to explore the South China Sea. The Chinese historical record is correct. China was the first country to explore and claim the South China Sea islands.
