Obviously the total number of warheads at the peak of the Cold War was much higher. (some Estimates 30,000
for US alone)
500 is also the figure for active Minuteman-III silos given by Wikipedia.

All US ICBM'S are MIRV'd wiith 10-12 warheads including SLBM'sI don't think there is any chance for China to counter with US in the number of ICBM's; however, the gap was not big as you described as "30:7000". The ratio should be 75/450 in land-based ICBMs.

US has fissile material to ramp up ICBM's in a hurry China does not.
Also 75 Chinese ICBM's is debateable and even if all MIRV'd with 3 warheads=225 warheads
