Europeans support anyone that backs their commercial interest. After Russia starved them of gas (technically they kamikazed their own supplies), Baku is the only country ready to quickly supply them with natural gas via Turkish pipelines. So Elham Aliyev's authoritarianism and "human rights abuses" are forgiven.

Armenia is alone and cornered by Erdogan and Aliyev while Russia is embroiled in Ukraine. Tragically enough, Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan, all members of the CSTO are not helping Armenia against Azerbaijan as they are boosting economic ties under the Turkic Council (all Turkic countries forming an EU-like free-trade format).

That leaves Armenia with us and the Iranians.

They can't. Pinakas are shoot-and-scoot systems that are highly mobile and can change positions and load very quickly. That's the whole reason why they saw such success in the Kargil War. Armenia and Azerbaijan are tiny countries with very limited strategic depth. If Armenians deploy these on the borders during a war, they can level critical infrastructure in adjoining cities causing mass panic.

It's not just Pinakas but also the MArg 155 truck-mounted howitzers by Kalyani that can hit 40+ Km inside. There are well-established cities in Azerbaijan that could see a lot of damage with these weapons. Their mobile nature makes it difficult for drones to destroy all of them in time.
