Should Armenia buy DRDO developed VSHORADs against Bayraktar TB2 drones of Azerbaijan?

Bayraktar TB2's operational altitude is 18000 ft whereas DRDO VSHORAD's operational range is 23000 ft with flight altitude of 11500 ft.

Armenia needs some real EW systems like hemraj & hemshakti (predecessors of samyukta ), hemraj covers area of around 110x70km 100 vehicles and there will be no drone flying without you're marji. Nothing can communicate, no SAR CAN WORK therenothing and precise location detection .
What Armenia has brought is just chottu systems which can't defend hardly bases & limited military installations.. they should atleast buy some of this systems which have real punch. In all terms...
