SWAT needs to be revamped in the entire country,...

Govt will upgrade SWAT only when there is a necessity, right now outside of kashmir and naxal areas there is not much action.

one other way is if SWAT is used to take out history sheeters on a preventive basis, but politicians won't allow it to happen.

so slim chance...
