"Ship" is an incorrect term. Ammonium nitrate is smuggled since it is illegal and any quantity captured is thrown in the rivers or destroyed.

Islamic Republic of Pakistan should be given Interest Free Halal Loan by the United States of America, to support Jobs in the Islamic Republic of Pakistan which would reduce extremism among Pakistani Abduls and help in the effort of War against Terror and help in building Peace in South Asia.

Mr.King is on the right track, but he needs to be more forceful. Depts. of Homeland Security and Treasury are as unresponsive as GoP.
