Pakistan offers to arrange meeting between Kulbhushan Jadhav and his wife on 'humanitarian grounds'

NEW DELHI: After months of diplomatic deadlock, the

Pakistan
government has offered a meeting between imprisoned Indian national

Kulbhushan Jadhav
and his wife on humanitarian grounds.

"The Government of Pakistan has decided to arrange a meeting of Commander Kulbhushan Jadhav with his wife, in Pakistan, purely on humanitarian grounds. A Note Verbale to this effect has been sent to the Indian High Commission in Islamabad today," a press release from Pakistan's Ministry of Foreign Affairs said.

However, Pakistan's statement indicated that it was still reluctant to accept India's assertion that Jadhav had no links to the government and was not a R&AW spy.

"Commander Kalbushan Jhadev alias, Hussain Mubarak Patel, a serving Commander of the Indian Navy, working with Indian Intelligence Agency/RAW was apprehended by Pakistan law enforcement agencies on March 3, 2016 after he illegally crossed over into Pakistan. He confessed before a Magistrate and the Court that he was tasked by RAW to plan, coordinate and organize espionage, terrorist and sabotage activities aimed at destabilizing and waging war against Pakistan," the statement read.




Jadhav, a retired Indian Navy officer, was arrested by Pakistan counter-terrorism officials in March 2016 on suspicion of his involvement in subversive activities in Balochistan and Karachi. In April 2017, a Pakistan military court found him guilty of "espionage and sabotage" and sentenced him to death.


The incident sparked off a diplomatic maelstrom, with India denying Pakistan's allegations that Jadhav was an Indian spy and demanding consular access to the man, only to be repeatedly turned down.


India then appealed to the

International Court of Justice
(ICJ) demanding the immediate suspension of Kulbhushan Jadhav's death sentence, expressing fears that Pakistan could execute him even before the the court gave its verdict.


On May 18, the ICJ ruled in India's favour and stayed the death sentence against Jadhav until further notice.


Jadhav's mother had applied for a Pakistani visa in order to visit her son and the matter had been taken up by External Affairs minister Sushma Swaraj in July.

India reiterates conditions for talks with Pakistan

India said on Thursday that there had to be a conducive environment and an atmosphere free of terror for talks to resume with Pakistan.

According to Press Trust of India, the remarks by External Affairs Ministry spokesperson Raveesh Kumar came in response to a question regarding reports from Pakistan on the possibility of resumption of stalled Indo-Pak talks.

“Our stand remains the same. We have always maintained that for the talks to go ahead there should be a conducive environment and atmosphere. And that environment has to be created which is free of terrorism and free of terrorists getting support from Pakistan,” he asserted.


India and Pakistan had announced resumption of talks under the comprehensive bilateral dialogue format during External Affairs Minister Sushma Swaraj’s visit to Islamabad in December 2015. However, PTI said, the dialogue hit a roadblock after the Pathankot terror strike by a Pakistan-based terror outfit in 2016.

On a question about Saarc, Mr Kumar said it was “one country” that needed to create conditions where such talks would have meaning and would be successful.

Baloch leaders announce unity move to intensify freedom movement

Baloch leaders have announced to conduct a meeting aimed at promoting unity and cooperation for the independence of Balochistan.

Top Baloch nationalist leader and chief of the pro-independence party, the BRP, Nawab Brahumdagh Bugti said in a statement that a meeting of all Baloch political leaders including Nawab Mehran Marri, Mir Javed Mengal, Nawabzada Hyrbyair Marri, Sardar Bakhtiyar Khan Domki and Waja Hammal Haider is due in near future.

He said the meeting of Baloch leaders is aimed at promoting unity and cooperation for the noble and only cause of an independent Balochistan.

“Meetings were also held in the past, but no details were made public, after consensus with all stakeholders, to avoid state propaganda; however, the state-controlled media is desperately trying for disclosure of detail of any kind in this regard by its negative propaganda,” Bugti said.

He further said that a report was published in Pakistan media regarding the due meeting which stated that the BRP was ready to struggle for a provincial autonomy which was a misquotation, false report and attempt to spread confusion.

“We strongly disown this report which shows that Pakistan and its media is frightened by the Baloch unity,” he added.

Bugti mentioned that here were differences among Baloch leaders on several issues in the past, but now is the need of the hour to overcome those differences and unite the Baloch leadership.

“I hope that our efforts and the outcome of the meetings will be put forth the Baloch nation in the form of unity” Nawab Bugti said.

Pakistan should dismantle special terror zones, give freedom to people of PoK: India

GENEVA: India on Monday said that Pakistan should give freedom to people of Pakistan-administered Kashmir and dismantle its 'Special Terrorist Zones', as the third Universal Periodic Review(UPR) of Pakistan was presented before the Human Rights Council (HRC).


India, in its recommendation, said the Pakistan government should "provide freedom to the people of Pakistan occupied Kashmir (PoK) by ending its illegal and forcible occupation".

India made the recommendations during an interactive dialogue, in the 28th session of the United Nations Human Rights Council's Working Group on the Universal Periodic Review (UPR).

India also recommended that Pakistan dismantle its:clap2: "Special Terrorist Zones":clap2:, safe havens, and sanctuaries, and take action on terror financing.

Talking about minorities, India said Pakistan should end harassment of minorities, and place procedural and institutional safeguards to stop misuse of the blasphemy law, and end forceful conversions and marriages of minorities, including Hindus, Sikh and Christian women.

In the backdrop of the case of Kulbhushan Jadhav, a former Indian naval officer given death sentence by a Pakistan military court for alleged spying, India recommended that military courts in Pakistan should be barred from trying civilians and allow their monitoring by international observers and human rights organisations.


The other recommendations made by India include stopping the targeting of political dissidents and illegitimate criticism in Sindh, Balochistan and Khyber Pakhtunkhwa, stop torture, enforced disappearance and unlawful killings, including that of journalists and activists by its security agencies and review the educational curriculum including that of Madrassas to remove extreme prejudice, religious intolerance and historical distortions.

India also said that Pakistan should stop persecution of Muslim minorities such as Shias, Ahmadiyas, Ismailia and Hazaras.

The UPR is a unique process which involves a review of the human rights records of all UN member states. It is a state-driven process, under the auspices of the UNHRC, which provides the opportunity for each state to declare what actions have been taken to improve the human rights situations in their countries and to fulfill their human rights obligations.

The UPR was created through the UN General Assembly on March 15, 2006, by resolution 60/251, which established the UNHRC itself.

This is the third UPR of Pakistan, being undertaken in the course of the 28th Session of the UPR Working Group

Pakistan army join hands with Jaish terrorists, suggest intelligence reports

Intelligence agencies have issued a warning against the Pakistan Army Special Forces joining hands with Jaish-e-Mohammed to launch attacks in Indian bases from their side of the Line of Control.

The Pakistan Army Special Services Group Commandos are deployed on multiple locations along the LoC with Jaish terrorists trying to launch Border Action Team against the Indian Army.

The army has also received inputs that Pakistan is also planning to launch simultaneous suicide attacks on the Indian Army units in Pantha Chowk and other important areas.

The move has come at a time when Pakistan's terrorist network has suffered immensely due to relentless action by the army in the last one year.

According to intelligence report, Pakistan army SSG jawans wearing civil dress are moving near border areas and also doing a recce. By giving input to the terrorist they are trying to infiltrate the areas. The Indian army has planned action to counter infiltration in 10 location.

Intelligence reports also suggest that Pakistan army is now banking on Jaish-e-Mohammad terrorists rather than LeT terrorists.

JeM and SSG personnel were also seen doing a recce near 3 Indian posts.

The 'Free Balochistan' campaign has now found its way to London, with more than a 100 buses carrying advertisements that say "Free Balochistan", "Save The Baloch People" and "Stop Enforced Disappearances", reported ANI.

Pakistan is, of course, not happy.

The campaign started early this month with posters exposing atrocities committed by Pakistan in the Baloch region being splashed across taxis. It was launched by the World Baloch Organization (WBO) and is gaining strength despite Pakistan's desperate attempts to nip it in the bud.

Already, the Pakistan government has complained to the UK envoy in Islamabad. Following pressure from it on the UK foreign office, Transport for London ordered the removal of the advertisement from the city's famous black cabs.

Still, on November 13, which is celebrated as Baloch Martyrs Day, the WBO upped the ante and moved its campaign to London's buses.:cool1:

Pakistani officials have labeled the campaign as "malicious" and "anti-Pakistan." This is not the first time a peaceful advertising campaign such as this one has irked Pakistan.

Baloch leaders and WBO members had protested the removal of their slogans from London's black cabs. They claimed it was an attack on their freedom of expression and that Pakistan was acting like a bully by stifling and censoring the voices of Baloch people.

"Pakistan's reaction is testimony to its suppressive nature, aggressively trying to curb our rights in UK, imagine the situation in Balochistan," tweeted WBO spokesperson Bhawal Mengal on November 4.

Pakistan NSA accuses India of creating 'two-front war like situation'

Pakistan national security advisor Nasser Khan Janjua today accused India of creating a "two-front situation" for Pakistan, saying such a policy would be detrimental for regional peace and stability.

His statement came during his talks with visiting special representative of Germany for Afghanistan and Pakistan Markus Potzel who was accompanied by German ambassador Martin Kobler here.

According to a statement by the NSA office, the two sides discussed the regional security situation and the prevailing situation in Afghanistan.

Janjua said that Pakistan wants peace in Afghanistan but the same is under stress due to involvement of India which wants to create a "two front situation" for Pakistan.


"India is self-seeking a two front situation which does not auger well for the region. All major powers of the world need to play their role in keeping the region stable and balanced," he said.

He meant to say that Pakistan was being stretched to fight militants on the western front with Afghanistan and face Indian army on the eastern border with India.

The NSA also said that for "regional peace and stability, it is imperative for both the countries to engage with each and resolve their disputes".

He said Pakistan and India should resolve their disputes for the sake of better future.

Janjua also said Pakistan wanted peace in Afghanistan and urged for political settlement of the Afghan issue.

"To end miseries of Afghanistan and its people, warring sides should seek a political solution to the conflict as the perpetual war of last 16 years has given us nothing but human miseries and sufferings," Janjua added.

Countries not willing to talk about Kashmir because of India's influence: Former Pak diplomat
A former top Pakistani diplomat has said that because of India's influence and economic power, countries are unwilling to raise the issue of Kashmir at international level, including at the UN.


Masood Khan, former Pakistani Ambassador to the UN, who is now president of Pak-Occupied Kashmir (PoK), rued that India has veto on the talks between the two South Asian neighbours.

Khan is currently in Washington, for what he described is part of his effort to appraise the international community about current situation in Kashmir.

"India has strategic alliances with certain countries. Because of the lucrative deals that it offers to powerful countries in the West, it has practically imposed a gag order on Kashmir," Khan said yesterday in response to a question at the Atlantic Council, a top American think-tank.

Khan said that because of increasing Indian influence, "people here (in Washington DC), in Brussels, in London or other world capitals don't talk about Kashmir, because this would have consequences… for these countries, like in terms of economic transactions, and strategic costs.”

Responding to questions at the thinly-attended Atlantic Council event, Khan alleged that the UN is not acting on its own resolution because of India.

"The United Nations is not acting because of real politics," he said.

"The Security Council, first because of cold war dynamics, and now because of number of other factors is not taking cognisance of the Jammu and Kashmir dispute, which is regrettable because of mandate that is given to the Security Council by the UN charter under chapter six and chapter seven," he said.

Khan argued that UN should be acting. "It should be proactive. It's because of real politics. It is also because of two other factors," he said.

"One was that in the past 30 to 40 years, India and Pakistan have invested a lot of energy and time in bilateral talks. But these bilateral talks or dialogue have proved to be mirage for Kashmiris because it has produced no results," he said, adding that these talks have been non-productive.

Because of these talks, India has "acquired two vetoes" he said.

One on the agenda whereby they have in fact reduced the core issue of Jammu and Kashmir to a fraction of their whole agenda. It is one of 10 agenda items, he added.

Secondly, India has veto over the timetable. "They will start negotiations when it suites them and when they don't like it they will blame Pakistan for terrorism. And that has just got scuttled the dialogue process," he said.

Khan claimed that there are no terrorist camps in PoK. "None whatso ever," he said during the interaction.

"This is in fact a propaganda against the Kashmiris intended to demonie them," he said, and claimed that there is no terrorism right now in Kashmir. Neither there is any cross-border activities.

"This is not happening," he said.

"Right now, India has fenced the Line of Control. There are two layers of the fence. In between there are landmines. There are motion sensors. They also have electronic surveillance, thermal imaging. If any crossing takes place they would be detected," he added.

"Main Instrument Of Fighting Terror Is Unity": Israeli Envoy On Hafiz Saeed's Release


Bringing perpetrators of terror to justice is the "basic ingredient" in fighting terrorism, Israeli envoy Daniel Carmon said today in the wake of the release of 26/11 mastermind Hafiz Saeed by Pakistan.

He said joint efforts by victims of terrorism were the main instrument to combat terror. "Bringing the perpetrators of terrorism to justice is a very basic ingredient in fighting terror," the envoy said.

JuD chief Hafiz Saeed walked free after a Pakistani court ordered his release from house arrest late last month. The development is seen as a setback to India's efforts to bring to justice the perpetrators of the 2008 Mumbai terror attack.

Israelis too were victims of the terror attack. Rabbi Gavriel Holtzberg and his wife Rebbetzin Rivka Holtzberg were killed in the attack at the Nariman House, which was home to a Chabad house, a Jewish outreach centre and a synagogue.

When asked whether Israel, like the United States, would demand re-arrest of Saeed, Mr Carmon said, "The main instrument of fighting terrorism is unity of those and joint efforts of those, who on one hand, are victims of terrorism, but also have decided to join hands in confronting it (terror). We are into it together".

When asked about the likely visit of Israeli Prime Minister Benjamin to India early next year, the envoy evaded a clear reply. It is "natural" that after the "successful" visit of Prime Minister Narendra Modi to Israel in July, a visit would be reciprocated by Mr Netanyahu, Mr Carmon said.

"I am not going into the details of the expected visit of (Netanyahu). Let us wait for an official announcement," he added.

India Likely To Name Pak-Based Terror Groups At Russia-India-China Meet

Pakistan-based terror groups are likely to find a mention in the communique to be adopted at the Russia-India-China (RIC) trilateral meeting on Monday, a news report said.

New Delhi plans to push for naming Pakistan-based terror groups like Lashkar-e-Taiba and Jaish-e-Mohammed citing a similar move by the BRICS grouping in September, news agency PTI said.

At the RIC foreign ministers' meeting in New Delhi, External Affairs Minister Sushma Swaraj is also expected to raise a number of contentious issues involving China, including its Belt and Road Initiative (BRI), opposition to India's bid for membership of the Nuclear Suppliers' Group, South China Sea tension and Beijing's stonewalling of the move to declare Pakistan-based JeM chief Masood Azhar as a global terrorist by the UN.

Some of these contentious issues are likely to be discussed during Ms Swaraj's bilateral meeting with her Chinese counterpart Wang Yi. It will be the first high-level visit from China to India after the Dokalam standoff.

Ms Swaraj and Mr Wang will be joined by Russian Foreign Minister Sergey Lavrov on Monday. The leaders will discuss ways on finding a common ground on key strategic issues of the region.

The release of Mumbai attack mastermind and Jamaat-ud-Dawah (JuD) chief Hafiz Saeed from house arrest is also expected to come up at the meet, PTI reported.

In September, BRICS summit had, for the first time, named Pakistan-based LeT, JeM and the Haqqani network in its declaration. The move was seen as a major diplomatic victory for India.

India is also expected to renew its call on South China Sea and urge all parties to respecting all provisions of UN Convention on the Law of the Sea (UNCLOS) and ensuring freedom of navigation in
the resource-rich waters.

Relations between India and China witnessed a downturn owing to differences over a series of issues including China blocking India's move to get Masood Azhar banned by the UN, its opposition to India's bid for NSG membership and Belt and Road initiative.

ISI's dark secret REVEALED: 'Kill RSS leaders in Punjab to instigate Hindu-Sikh riots'

For the Inter-Service Intelligence (ISI), the intelligence wing of the Pakistani military, the Punjab problem didn't ever end; the constant efforts to use pro-Khalistan leaders all over the world and create trouble in the state continues.

As part of the effort, two gunmen, Ramandeep Singh and Hardeep Singh Shehra, financed and trained by terrorist organisations, aided by the ISI have committed a number of crimes in the state.

Before they were finally arrested, they had killed seven Hindu or Sikh leaders in the state.
Their objective, according to a confidential government document was to "destroy communal harmony and social fabric of Punjab and to terrorize and create intense fear among the Hindu population. This all was done as per the designs of the ISI to destabilize the Punjab government."


Ramandeep and Hardeep Singh were the motor-cycle killers. They used stolen motor-bikes, of course. And after the murder, get rid of them. They killed:

* Durga Das Gupta, president of the Labour Service Wing of the Shiv Sena in Punjab on 23rd April 2016 in Khanna

*Brigadier Jagdish Gagneja, the state vice president of the RSS on 6th August 2016, in Jalandhar

*Amit Sharma, the zilla pracharak of the Hindu Takht in Ludhiana on 14th January 2017

*Satpal Kumar and his son, Ramesh Kumar, both followers of the Dera Sacha Sauda on 25th February 2017, in Khanna

*Father Sultan Masih on 15th July 2017 in Ludhiana

*Ravinder Gosain of the RSS on 17 October 2017 in Ludhiana


One of the masterminds of this operation, top government sources said, is radical leader Gursharanbir Singh, a British national. He brought Ramandeep and Hardeep Singh together in December at the Gurdwara Dukh Niwaran Sahib in Ludhiana. He told them to kill Hindu leaders. They were to use stolen motorbikes for the crimes. Gursharanbir Singh, of 3, Wentworth Drive, Coventry has been a terror leader for a decade.

He planned the killing of Rulda Singh, president of the Rashtriya Sikh Sangat in 2009. One of his associates was the UK-based Paramjit Singh Pamma. Based on evidence provided by India, both were arrested but released on bail. Pamma was detained by the Portugal police in December 2015 but after a save Pamma campaign, the British government helped to get him back to the UK, top government sources said.


Three arrests in India helped to crack the case:

* Tarlok Singh Sandhu (Laddi) was arrested in India on June 13, 2016, under the Arms Act. He was in possession of a pistol. He admitted that Taljeet Singh Jimmy, his UK based cousin, had given him money to buy weapons.

*The search began for Jimmy. He was caught at the Indira Gandhi International airport on 31 October 2017, trying to enter India. During his interrogation, he admitted that a Jagtar Singh Jaggi Johal gave him 3000 British pounds to buy weapons. He had sent the money to India. Jimmy made another important point: Jagtar Singh Jaggi Johal was already in India, to get married.

*Johal, a British national, was arrested in Jalandhar on 4th November 2017. Police officials told the Ministry of External Affairs that Johal had been arrested as he carries a British passport.

When the Punjab Police asked Jagtar Singh's family for his passport, they didn't help out at all. They said they had handed over his passport to the British mission. The British did not hand over the passport to the Indian government but said India should approach the Foreign Office under the Mutual Legal Assistance Treaty, top sources said. Jagtar Singh runs a radical website neverforget84.com along with a relative of Gursharanbir Singh


Jagtar Singh Jaggi Johal made several admissions:

*Harmeet Singh of the Khalistan Liberation Force, based in Pakistan had contacted him and introduced him to Gursharanbir Singh, the terror mastermind. Gursharanbir handed over charge of terror operations to Jagtar Singh once he was arrested.
* He had been in contact with terror leaders in France and Canada. he arranged for money for weapons which were hidden in a dry waterpipe in Zaffarwal village in Gurdaspur.

*He knew of the plot to kill Hindu leaders. Gursharanbir Singh had briefed him. Jagtar Singh admitted that the identity of the killers of the seven Hindu leaders was known to Dharmendra Singh Gugni, a local gangster. It was Gugni who gave the weapons to the killers.

Dharmendra Singh Gugni was arrested. He revealed during interrogation that the killer was Ramandeep Singh

Hardeep Singh admitted that he was first motivated to kill by terror leader Harminder Singh Mintoo and then, by Gursharanbir Singh. It was Gursharanbir who arranged for the first meeting between Ramandeep and Hardeep Singh. He told them to kill the Hindu leaders.

In the past, the ISI has helped a large number of Sikh militants. They include Wadhawa Singh Babbar, Ranjeet Singh Neeta, Paramjit Singh Panjwar, Lakhbir Singh Rode, Harminder Singh, Jagtar Singh Tara and Harmeet Singh. The ISI has been doing talent-spotting when pilgrims come to Nankana Sahib from different parts of the world. The ISI has begun training Khalistani militants in Dubai, Canada, Thailand and Malaysia.

UNSC sanctions monitoring team to visit Pakistan this week
ISLAMABAD: Amid mounting global pressure on Pakistan to act against

Mumbai attack mastermind Hafiz Saeed and entities linked to him, a UN Security Council team will visit the country this week for an assessment of Islamabad's compliance with the world body's sanctions regime.


The two-day visit of the UN Security Council's sanctions monitoring team will begin on Thursday.

"The monitoring team of the UNSC 1267 Sanctions Committee will be here on January 25 and 26," a senior Pakistani official was quoted as saying by Dawn.

The UN monitoring team's visit is taking place amid increasing pressure on Pakistan from the US and India with respect to the inadequate implementation of the sanctions on Saeed and entities linked to him.

However, Pakistani officials, insist that the trip is a routine visit.

Saeed was listed under UN Security Council Resolution 1267 in December 2008.

On Friday, the US State Department said it has told clearly to Islamabad that Saeed is a "terrorist" and should be prosecuted to the fullest extent of the law, reacting strongly to Pakistan Prime Minister Shahid Khaqan Abbasi's remarks that there was no case against the Mumbai attack mastermind.

State Department spokesperson Heather Nauert said: "He is listed by the UNSC 1267, the al-Qaida Sanctions Committee for targeted sanctions due to his affiliation with Lashkar-e- Taiba, which is a designated foreign terror organisation."

"We believe that he should be prosecuted to the fullest extent of the law," Nauert had said.

Saeed, the chief of the Jamaat-ud-Dawah (JuD), was released from house arrest in Pakistan in November.

The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attack that killed 166 people. It has been declared as a foreign terrorist organisation by the US in June 2014.


"The terms of reference of the monitoring team for Pakistan visit are not publicly known, but as per its general mandate it assists the 1267 Committee in keeping an eye on the freezing of the financial assets of listed persons and entities and checking provision of training and other material to them and their travel," the paper said.


The UNSC monitoring team intimates instances of non- compliance to the committee through its reports. At the same time it also advises and assists member states on implementation of the regime.


Pakistan has remained under the Financial Action Task Force scanner over allegations by the US and India about the

not being fully implemented, the paper said.


The US Department of the Treasury has designated Saeed as a Specially Designated Global Terrorist, and the US, since 2012, has offered a USD 10 million reward for information that brings Saeed to justice.

Pak Economy In Trouble - FATF places Pak on Terror Financing Watchlist

The inter-governmental organisation responsible for combating money laundering and financing of terrorism has added Pakistan to its terror-financing watch list that could cripple the country's economy, media reports said.

The decision to include Pakistan on the "grey list" of countries that are not doing enough to combat terrorism financing was taken at a meeting of the Financial Action Task Force (FATF) here after China and Saudi Arabia dropped their opposition to the US-led move on Thursday night.

An official statement is expected later on Friday, said FATF spokesperson Alexandra Wijmenga-Daniel. The move is part of a broader US strategy to pressure Pakistan to cut its links to Islamist militants unleashing terror attacks in Afghanistan and India. On Thursday, White House spokesman Raj Shah said President Trump was not yet satisfied with Pakistan's progress in fighting terrorism.

Pakistan Foreign Office spokesperson voiced concern over the move to place Pakistan in the grey-list. "Pakistan has serious concerns over the motion moved by US and UK at the Financial Action Task Force to put the country on the grey list."Experts say that being placed on the FATF watch list would put Pakistan under extra scrutiny by regulators and financial institutions which could hamper trade and hurt foreign investment, that too when a general election is due in about six months.

International financial institutions and banks would find it difficult to do business in Pakistan and so would Pakistani businesses to raise money overseas.

Economist Syed Nazre Hyder said the impact of Pakistan's inclusion on the watch list could be "near lethal." He said that the cost to banks' customers will rise, investors in the international capital market would request a much higher rate of return from Pakistan, and multilateral financing organizations would add risk premiums on any money borrowed.

Furthermore, financial experts fear the International Monetary Fund may reject any loan extension Pakistan might request as a bailout to curb its widening trade deficit or offer a new deal with stricter guidelines dictated by the US and the European Union.:clap2::clap2:

"Pakistan will need a loan to pay off its debt burden," Hyder said. "If it's included on the list, the country will face a serious challenge sourcing funds for repayment leading to the possibility of default. This would cripple Pakistan economically."

Punjab asks PCIW to take up issue with India
Islamabad - Perturbed by a drastic reduction in water flows, Punjab has asked the Pakistan Commission of Indus Water to take up with India the issue of the construction of a rubber dam on River Jhelum, which has considerably reduced country’s water share.

In a letter to the PCIW last week by Director Indus Water Treaty and Regulation, Irrigation Department Punjab , Punjab has showed concerns that the construction of rubber dam by India will not only be against the provisions of Indus Waters Treaty but it also results in the shortage of supply in Jhelum River during the low periods and the issue be taken up with the Indian counterpart organization.

In November 2017, the Punjab government had also approached the PCIW to contact India over the violation.:playball:

The letter further said that “soon after the news of rubber dam broke, this department has informed the PCIW about the India move of building a rubber dam on the Jhelum River near Wullar Barrage in the Occupied State of Jammu and Kashmir. The aforesaid rubber dam shall have the capacity of storing 0.30.”

Punjab has requested the PCIW to take up the issue with India to ascertain the factual position as well as request the Indian commissioner for arranging a tour of inspection of the project site at the earliest. According to Section D Article VIII of the Indus Water Treaty, the commissioner of either country is bound to undertake a prompt tour of such sites as might be considered necessary by him for ascertaining facts.

The Punjab province has also asked the PCIW to apprise it of details of the meeting with the Indian side on the same issue last year. “Jhelum River flow dropped to a minimum of 1917 cusecs on February 18, resulting in a heavy depletion of Mangla reservoir causing serious shortages in Punjab canals during this crucial maturity period of Rabi crops,” the letter said.:playball: The Punjab government has requested that “the factual position of the case may please be ascertained from the Indian commissioner at the earliest so as to conform to the provisions of the treaty and avoid shortages in Jhelum River”.

Earlier, the IRSA had also asked the PCIW to take up the issue of 82 percent reduction in water inflows in the Jhelum River. As per IRSA, from February 11, 2018, to February 22, 2018, the average water supplies in Jhelum were 2,863 cusecs against the last 10 years average of 16,175 cusecs showing a huge deficit in water inflows. However, Mangla flows improved on Sunday from less than 2000 cusecs to 6400 cusecs.
