Defence projects worth a whopping Rs 80,000 crore were on Saturday cleared by the government. Six submarines will be made indigenously and over 8,000 Israeli anti-tank guided missiles and 12 upgraded Dornier surveillance aircraft will be purchased.
They left out most important details. Which submarine are they going to purchase?

NEW DELHI: Defence projects worth a whopping Rs 80,000 crore were on Saturday cleared by the government which decided that six submarines will be made indigenously and over 8,000 Israeli antitank guided missiles and 12 upgraded Dornier surveillance aircraft will be purchased.

The decisions were taken following a meeting of the defence acquisition council, chaired by defence minister Arun Jaitley, that lasted for over two hours with defence secretary, the chiefs of all three services, DRDO chief and other senior officials attending it.

The bulk of the decisions went in favour of the Navy that was in dire need of up-gradation and capability enhancement.

The big ticket step was the decision to build six submarines in India at a cost of about Rs 50,000 crore rather than source it from outside.

The other major decision was to purchase 8,356 antitank guided missile of Israel worth Rs 3,200 crore rather than the US' Javelin missile for the Indian Army. The Army will also purchase 321 launchers for the missile.

Another 12 Dornier surveillance aircraft with enhanced sensors will also be bought from the Hindustan Aeronautics Ltd at a cost of Rs 1,850 crore.

The DAC also decided to buy 362 infantry fighting vehicle from the ordinance factory board, Medak in West Bengal for Rs 662 crore.

Giving details of the decision to make the six submarines in the country, official sources said a committee will now be formed by the defence ministry which will study both public and private shipyards over the next 6-8 weeks.

Following this, the ministry will issue request for proposal (RFP) to specific port that will be identified on the basis of the study which will look into whether they have the capacity and manpower to build six submarines in the same port only besides other parametres.


Spike Missile.

The submarines will be air independent propulsion (AIP) capable that will enable them to stay underwater for longer than a conventional submarine besides having enhanced stealth features.

The Navy currently has 13 operational submarines and the target set in 1999 was to have 24 by 2030.

The previous UPA government had gone in for six Scorpene submarines and the first is likely to be delivered only in 2016.

The decision to manufacture the submarines in India is in line with Prime Minister Narendra Modi's 'Make in India' pitch.

The submarines will have the capacity to be equipped with land attack cruise missiles.

The DAC also decided to buy 1,761 units of five spoke 7.5 tonne radio containers at the cost of Rs 662 crore besides acquiring 1,768 critical rolling stock — open and closed wagons for transport of military equipment at a cost of Rs 740 crore.

Both will go to domestic vendors. During his address to those attending the meeting, Jaitley said national security was paramount concern for the government.

He added that all hurdles and bottlenecks in the procurement process should be addressed expeditiously so that the pace of the acquisition is not stymied.

The DAC also approved the purchase of equipment for special operations for the Navy which remained classified.

Sources said it is basically for the elite Naval commandos Marcos.

The decision for the purchase of torpedos for the scorpene submarines and heavy calibre guns were put off today on technical grounds, sources said,adding that they are likely to be cleared soon.

The DAC was set up in 2001 as part of the post-Kargil reforms in defence sector.

The council approves the long-term integrated perspective plan for the forces, accords acceptance of necessity ( AON) to begin acquisition proposals, and has to grant its approval to all major deals through all their important phases.

It also has the power to approve any deviations in an acquisition, and recommends all big purchases for approval of the Cabinet committee on security.

In a recent conference of top commanders of the armed forces, Jaitley had said that the process of military acquisitions, which had slowed down due to "some controversies", will be speeded up with at least one meeting per month of DAC.

Defence projects worth Rs 80,000 crore were cleared on Saturday by the government, which also decided that six submarines would be made indigenously. The purchase of over 8,000 Israeli anti-tank guided missiles and 12 upgraded Dornier surveillance aircraft was also cleared.

The decisions were taken at a meeting lasting over two hours of the Defence Acquisition Council, chaired by Defence Minister Arun Jaitley and attended by the chiefs of all the three defence services, the DRDO chief and other senior officials.

The bulk of the decisions were in favour of the Navy, that desperately requires upgradation and capability enhancement.

The big-ticket step was the decision to build six submarines in India at a cost of about Rs 50,000 crore rather than sourcing it from outside. The decision is in line with Prime Minister Narendra Modi's 'Make in India' pitch.

The decision will provide relief to the depleting submarine arm of the Navy, which is down to just a handful of operational submarines following accidents involving INS Sindhurakshak and INS Sindhuratna. The target set in 1999 was to have 24 submarines by 2030. The previous UPA government had gone in for six Scorpene submarines and the first is likely to be delivered only in 2016.

The other major decision was to purchase 8,356 Israeli Spike Anti Tank Guided Missile (ATGMs) for the Army's infantry battalions at Rs 3,200 crore, rather than the American Javelin missile. The Army will also purchase 321 launchers for the missiles.

Incidentally, during his recent visit to India, US Secretary of Defence Chuck Hagel had made a strong pitch for the Javelin, promising co-development and co-production of the America missile within India. The US claimed it was an unprecedented offer, tailor-made for India.

The 12 Dornier surveillance aircraft with enhanced sensors will be bought from Hindustan Aeronautics Ltd for Rs 1,850 crore. Besides, 362 infantry fighting vehicles will be bought from the Ordinance Factory Board, Medak in West Bengal, for Rs 662 crore.

Sources said a committee will now be formed by the Defence Ministry that will study both public and private shipyards over the next few weeks, for the purpose of building submarines in India. The committee will look at whether a port has the capacity and manpower, apart from meeting other parameters, for the construction of all six submarines there. On the basis of its recommendations, the ministry will issue a Request for Proposal (RFP) to the port.

Apart from the above decisions, the Defence Acquisiton Council cleared for the Army purchase of 1,761 radio relay containers at a cost of Rs 662 crore, building of 363 Armoured Personnel Carriers at Rs 1,800 crore and buying of critical rolling stock, including arms, guns, artillery, at Rs 740 crore.

Besides, the council approved purchase of equipment for special operations of the Navy, which remained classified.

At the meeting, Jaitley said that national security was of paramount concern to the government, and it aimed to address all hurdles and bottlenecks in the procurement process expeditiously so as to ensure that the pace of acquisition was not stymied.

India spurns US offer and purchases guided missiles from Israel for $525m



India has opted to buy Israel's Spike anti-tank guided missile, a defence ministry source said on Saturday, rejecting a rival US offer of Javelin missiles that Washington had lobbied hard to win.

India will buy at least 8,000 Spike missiles and more than 300 launchers in a deal worth 32bn rupees ($525m), the source said after a meeting of India's Defence Acquisition Council.

Prime minister Narendra Modi's five-month-old government wants to clear a backlog of defence orders and boost India's firepower, amid recent border tensions with China and heavy exchanges of fire with Pakistan across the Kashmiri frontier.

"National security is the paramount concern of the government," the source quoted Defence Minister Arun Jaitley, who also holds the finance portfolio, as telling the procurement panel. "All hurdles and bottlenecks in the procurement process should be addressed expeditiously so that the pace of acquisition is not stymied."

Among other business cleared by the panel, India will issue a request for proposals to supply six submarines, added the source, who was not authorised to comment on the record and did not elaborate.

Spike is a man-portable "fire and forget" anti-tank missile that locks on to targets before shooting. It is produced by Israel's Rafael Advanced Defence Systems, which declined to comment.

It beat out the rival US Javelin weapons system, built by Lockheed Martin Corp and Raytheon Co, that defense secretary Chuck Hagel pitched during Modi's visit to Washington at the end of September.

Senior US officials had said they were still discussing the Javelin order as part of a broader push to deepen defence industry ties with India by increasing the share of production done in the country.

Analysts estimate that India, the world's largest arms buyer, will invest as much as $250bn in upgrading its Soviet-era military hardware and close the gap on strategic rival China, which spends three times as much a year on defence.

These are man portable, Mainly to replace old wire guided once from Infantry ..

usually the western media thinks anything they manufacture is spot on and flaw less but we gave them some shocks first one rejecting F18 And F16 because it dosent suit our requirements , them M777 good gun but pricey no proper TOT then Javelin which they thought it will be done deal but its a different story now , personally I feel their heart burn and but hurt you know it useual and understandable since they lost some millions of dollar worth of business

Is it possible to get the whole list from some where? looks like the these articles are missing out on Non-sensational things.

RFID will enable the identification of containers over long distances and in demanding environments such as the port area. This will help in real-time identification and tracking of containers, reaching new levels of traceability and control.

NAG man-portable ATGM is recently launched, It will take time to become operational but as of now NAG is for dedicated Anti-tank vehicles and Gunships ..

Then will Nag missile limted to Namica platform only?

Please tell what are our requirements and how F/A-18 E/F Block 2 doesn't suit our requirements.
