If i'm not mistaken IWI is still under MOD Blacklist so no way they can win direct tender. Hence why they tied up with Punj Lloyd. As far as I know, since last batch of Tavor bought for SF, the only IWI products in India are going to CRPF, BSF and other HM CAPF rather than any MOD forces
