Look at DRDO , most of the tests happened in corona period. Before we usually say DRDO means beaurecracy. Now see DRDO becomes more efficient and result oriented. Now look at ISRO efficiency. Even GISAT-1 launch has no ending date. Gaganyaan is way heavy project.

But situation is very critical on part of ISRO. Now think Nauts are ready but ISRO platform not ready. Until what they will do, just sit 2-3 years and loose all the learnings. Its not better to have a seat on IIS until ready. Better they have some experience. It seems ISRO not managing...
