For me any frontline ship over 10000 ton is cruiser. Many navies like japan ,Soko etc called their cruiser destroyers just so they don't sound threatening.

They are 5 times bigger economy than us so they can afford it, we are not. Most probably navy approached the government earlier too but the proposal for cruiser get rejected, now they are requesting again...let see what happen.
