He is setting grand strategy, not military matters. He is not acting alone, is he? Military strategy flows from the grand strategic directive he helps set. Doval is NSA, not CDS.

Navy is usually not that opposed to jointmanship IMHO.

One thing to consider though, this means first two CDS consecutively are from Army. Air Force especially might be a tad apprehensive of this.

Will have to be promoted to General. But after retirement? This is all kinds of unprecedented. But now that I think about it, Field Marshals are also usually promoted post-retirement and since Field Marshals never retire, they are re-instated after years of retirement. So its not that unprecedented.
