Are you saying train a 45 year old infantry Havaldar for one year and have him do what a sepoy does in Corps of Artillery? That isn't going to work. He'll be gone in another 4 years if he isn't promoted anyway. Waste of resources.

I just looked it up, its 46 years of age for Sepoys, 48 for Lance Naiks, 49 for Naiks and Havaldars

Jawans usually get promoted every 3-4 years till they're havaldars...

One option is expanding the role of JCOs. They can do what Lieutenants and captains do... Platoon commanders and the such.. And identifying ORs and NCOs who can be officers and training them..
