AFAIK, Dr Swamy asked to lodge FIR against someone priviledged, for issuance of "Letter Rogatory" from Court. Vajpayee refused. That irked Dr Swamy to the extent that he forged friendship with his earlier enemies to bring Vajpayee government down.
