The Ruskies don't nibble! They went all in in 2014. Such massive mobilizations, coupled with a highly guarded border on either side makes nibbling significant territories almost impossible.

You don't mobilize hundreds of thousands of troops and just pull back for psychological warfare. There are cheaper and more effective methods for psych warfare. The Russians are dawdling, or are being threatened by the Americans through back-channels.
