Until the very last months the stealthy big goose was unable to hit a moving target due to a lack of precision of its weapon system... so it's possible it lacks the moving target this time also.

The rafale OSF is integrated in the frame. OSF allowed a weapon such as Hammer to be fired. It extract the coordinates of the target for the INS of the Hammer. Hammer can be equipped with a seeker for fine tuning of the target. But it hasn't the same perf than a Talios laser pod.
