If budgets are the main issue, the IN can always attempt to order a sister ship to the Vikrant with some improvements and choose Mig 29ks or rafale M's to simplify logistics and training (they can share rafale logistics with the IAF hopefully). At the least a follow on order of a second Vikrant class is required for the IN (If Vishaal is too expensive). Time for the government to dig deep and really invest in defense.
