He actually is aiming towards the sky, albeit the angle is low. Desert heat issue is true, but this is spring and it could be early morning, when deserts can be very cool. Look at the shadow, it is at approx. 30 degrees, could be 10 am in the morning.

P.S.: Never used an Igla myself, but have worked with FLIR images. ;)
