UPDATE : This was probably the first flight of the 4th pre - production prototype. "TAPAS-04-19" aka 4th model and year of manufacture is 2019. The wing has "TAPAS-04" above the ADE (Aeronautical Development Establishment) roundel in Hindi. This could be the maiden flight being talked about.
