Russia says it will stick to delivery deadline of Admiral Gorshkov

MOSCOW : Russia has said it will stick to the 2012 deadline of delivering modernised Admiral Gorshkov aircraft carrier to India.

"We are catching up with the retrofit of the Admiral Gorshkov.

"We will fulfill the obligations Russia has undertaken," Roman Trotsenko, head of Russia's united shipbuilding corporation, was quoted as saying by RIA Novosti.

India recently agreed to pay an additional US$ 2.33 billion to Russia for Admiral Gorshkov.

As per the original contract signed between the two countries in 2004, Indian Navy was to get the carrier in 2008.

However, the two countries were negotiating for the last one year over Russia's demand for $2 billion over and above the $1.5 billion that New Delhi paid it in 2004. Russia demanded $1.2 billion more for the aircraft carrier and pushed its delivery date to 2012.

The Government of India recently said that the price spent on the repairing and refurbishing of the aircraft carrier was akin to the price of similar warships built in other countries.

Gorshkov will be inducted in the Indian Navy as INS Vikramaditya.

Initially, it was not published since this could be considered a state secret and in the ~3,000 articles on this website, 8ak has never published anything that would harm the interests of the nation. After much debate we decided to publish this because both Russian and Indian authorities should be aware that the Gorshkov upgrade is highly visible even with commercially free tools and that other states with access to advanced satellite imagery would have much more detailed views, in real time and from multiple angles. This may also lead the authorities to take steps to reduce visibility of projects of strategic national interest.

Indian defence team inspects refurbishment of Gorshkov

Moscow: A high-level Indian defence team has carried out a detailed inspection of refurbishment of Admiral Gorshkov aircraft carrier, which Russia is expected to deliver to India by 2012.

Vice-Admiral Nadel Nirajan Kumar, who headed the Indian delegation, noted "positive dynamic in the works on the aircraft carrier" at Sevmash shipyards in Severodvinsk region, shipyard spokesperson, Yekaterina Pilikina, was quoted as saying by Itar-Tass.

She said the Indian delegation visited the warship and examined the refurbishment in detail.

Pilikina said the team was "pleased" to see the United Shipbuilding Corporation taking all efforts to keep with the work schedule that has been agreed to by both the governments.

Initially, the contract was estimated to cost USD 1.5 billion, but in early 2008 Russia sought an additional USD 1.2 billion.

After protracted negotiations, India finally agreed to pay USD 2.3 billion for the carrier, which is to be commissioned into the Indian navy as INS Vikramaditya.

The 44,570 tonne aircraft carrier will replace INS Viraat and after modernisation it is expected to be seaworthy for 30 years.

NEW DELHI: While navy commodore Sukhjinder Singh's alleged liaison with a Russian woman, which came to the knowledge of the Indian authorities only last month, has embarrassed the government, it now comes to light that the Russian authorities were aware of the senior officer's 'misconduct' for the past three years. This was revealed to TOI by the Russian ambassador to India, Alexander M Kadakin, who described Singh's case as a sexual affair.

Kadakin revealed this while brushing aside speculation that Singh's conduct could be linked to escalation in Gorshkov's refit cost. "This was purely a sexual and personal affair and it has been known in Russia for the past three years. There is no way this affair could have affected the cost of the project," Kadakin said, adding that the 2012 deadline for the delivery of Gorshkov was on track and that the earlier delay was because of lack of funds.

Singh was stationed in Russia for several years to look after the upgradation work on Admiral Gorshkov aircraft carrier. The Russians apparently ignored Singh's alleged liaison as his private affair, but this disclosure has again raised serious doubts over India's intelligence apparatus which remained clueless all this while about the conduct of the officer. This complete unawareness about Singh's "escapades" in Russia helped him become principal director (aircraft carrier project) after he returned to India a few years ago. Despite the knowledge in Russia of his "loose moral conduct" for three years, the Indian defence establishment remained so ignorant that last year he was made a member of the cost negotiation committee which was set up to look into the Russian demand for more money.

Kadakin's comment, however, backs Navy's statement that as per the preliminary findings Singh's involvement was at the personal level.

TOI has also learnt that Singh was, in fact, involved in a live-in relationship with the woman for long. There was a break only when Singh's wife visited Russia and stayed with him. The woman surfaced again after Singh's wife left for India. Singh was the seniormost naval officer supervising the Gorshkov upgradation work in Russia. The matter came to the light of Indian authorities only after a CD carrying images of the officer with the woman surfaced in Delhi. The government is now awaiting the outcome of the inquiry by the Navy.

Even if Mr Singh is having an affair let it be, thats his personal life, you should be more bothered about Madhuri Gupta's in India and Pakistan, who in open connivance with leftists and babus sell our secrets to enemies and then claim they hate the capitalist state (in typical fashion a sly leftist will misdirect investigations from his own monetary gains, trying to portray that he did all the treachery for a greater good of the poor people of India, I know sounds pathetic/stupid, but ilks of Arundhati Roys will paint a Traitor as a Hero of the poor and his stuggle aginst some invisible capitalist vampires) and treatment met to them!

Mr Singh had a sexual affair, fine! Let his Wife deal with him, why the hell Govt is felling ashamed, should media report the affairs and sexual escapades of ministers and bureaucrats then what? (or all this is a result of internal rivalry trying to implicate an officer in something harmless and defame his career)

NEW DELHI: After closely examining the ongoing refit work on Admiral Gorshkov in Russia, the Navy is now confident the aircraft carrier will be ready for harbour trials by early-2011 to ensure it can be handed over to India by December 2012 or so.

This comes after a naval team, led by controller of warship production and acquisitions Vice-Admiral N N Kumar, recently visited Russia to examine the 44,570-tonne Gorshkov at the Sevmash Shipyard.

"There has been substantial progress since the last examination in September 2009. Around 99% of the structural work and almost 50% of the cabling work has been completed on the carrier. Almost all large-size equipment, like engines, diesel generators and the like, has been installed,'' said an officer.

With India earlier this year agreeing to the revised refit cost of $2.33 billion for Gorshkov, after three years of bitter wrangling since the earlier agreement inked in January 2004 had earmarked only $974 million for it, Russia has appointed a high-level apex committee to oversee the work on the carrier.

Along with the fresh Gorshkov agreement, India also inked a contract with Russia for 29 more MiG-29Ks for $1.46 billion in March this year. These fighters will be in addition to the original 16 MiG-29Ks ordered through the $1.5-billion package deal for Gorshkov signed in January 2004.

The Navy plans to deploy two carrier-battle groups (CBGs) by 2014-2015, as reported by TOI earlier. The first CBG will be centred around Gorshkov, rechristened INS Vikramaditya, while the second will be on the 40,000-tonne indigenous aircraft carrier (IAC) being constructed at the Cochin Shipyard, which Navy hopes to get by 2014.

As of now, the Navy is "stretching'' the operational life of the 50-year-old 28,000-tonne INS Viraat, even though it's left with only 11 of its Sea Harrier jump-jets.

The Sea Harriers can also provide Air Cover when the Ships are transiting in and out of port. Plus, while they are not moving......

Those Harriers are too old to serve anywhere except the junk yard.

Viraat be de-commissioned by 2019. IN plans to keep Sea Harriers till 2023 but as carrier fleet. But the Andaman deployment can be done afterwords.
Also there is talk that IN might buy Royal Navy's 8 retired Harriers. But Andaman can see other new birds too like MIG-29k, NLCA etc making up IN's shore facility air-arm. IN has plans to acquire 300 fighters in near future.

the harriers which we Indian Navy operates do not have BVR capability and only 5 are air worthy

IN Sea Harriers were recently modernized with BVR capability, Derby missiles & advanced ELTA-2032 radars.

Seems MIG-29K has done the needed to kick out breath of Harriers.
IN need another VTOL fighter.
