Alliances are being formed to neutralize China, the peaceful rise has been the exact opposite. The backlash is coming and when it does China won't know what happened.

China is doing well in all fields of development.

It obviously is seen with apprehension and this has aggrandised with Chinese aggressive intent along China's seaboard and beyond.

Therefore, smaller nations have to find ways to ensure that their territorial interests are not muscled in by China.

The only nation that can protect them is the US.

And US is only too happy to oblige and to them, it matters not what China opines.

The US Navy may not have participated in exercises with the Chinese Navy, but then the Australian Navy is no paragon of virtues. They will surely be reporting their experiences and what they saw and secretly photographed to the US. US - UK- NZ - Canada - Australia have a defence agreement as such.

Japan, Vietnam PMs to discuss nuclear energy, minerals

TOKYO (AFP) – The leaders of Japan and Vietnam are expected to discuss a nuclear energy pact and the joint development of rare earth minerals when they meet in Hanoi this weekend, a Japanese official said Tuesday.

Japan's Prime Minister Naoto Kan will visit the Vietnamese capital for meetings of the 10-nation Association of Southeast Asian Nations starting Thursday and a wider 16-nation East Asia Summit (EAS) on Saturday.

In Hanoi, Kan also plans to hold talks on Sunday with his Vietnamese counterpart, Nguyen Tan Dung, and "discuss an early signing of the pact between the two governments," a Japanese official said on condition of anonymity.

Japan and Vietnam have already reached a basic agreement on a nuclear energy pact.

Asked if the joint development of rare earth minerals will be one of the subjects, the Japanese official said it will be "highly likely," without elaborating.

The Japan-Vietnam summit follows a halt in shipments of rare earth minerals from China to Japan last month, according to Japanese industry sources, amid a simmering diplomatic row over disputed islets in the East China Sea.

Without fresh imports from China Japan's stockpile of rare earth minerals, which are used in the manufacture of high-tech goods, could dry up by March or April, a senior Japanese government official has warned.

"I have actively raised the subject in meetings with leaders of resource-rich countries, such as the possibility of jointly developing the resources," Kan earlier told reporters about rare earth minerals.

China controls more than 95 percent of the global market for the minerals.

Russia's Medvedev signs nuclear power deal with Vietnam

The construction of Vietnam's first nuclear power plant will strengthen the country's positions as a strong, independent and modern state, Russian President Dmitry Medvedev said on Sunday following the signing of a nuclear power deal between the two countries.
Under the deal, Russia will initially build two power units in Vietnam with a capacity of 1.2 GW each. Overall, Vietnam plans to build eight nuclear power plants in five provinces by 2030, with a total capacity of 15 GW, or 10% of all electricity produced in the country. Each NPP would have from four to six generating units.
"This is a very important project, a large project designated for long use. In the final account, if we implement the ideas stipulated in the project and build the capacity designed for the nuclear power plant, the project will capture a considerable part of Vietnam's electricity market," Medvedev said after the signing ceremony in Hanoi.
"We believe that the project will allow Vietnam to develop as a modern and independent state, which does not only extract and refine oil but also uses other sources of energy. And it is very important in a contemporary world to be an independent, strong and modern state," Medvedev said.
Moscow has also pledged to provide Vietnam with a loan for the nuclear power plant construction.

Looks like USA policy of encirclement of China is helping Russians a lot. First they got major stake in Indian nuclear industry and now in Vietnam. Russians are acting smart and getting more and more business.

I think US has decided to show "crouching tiger" that who is the real super power and who in reality is a loud mouth. China and its PLA has been opening its mouth too wide, US has been avoiding any overt confrontation, however, now they have have openly told the "hidden dragon" to "bring it on wht eva u got" :)

Vietnam will invite Russian experts to help modernize the country's Cam Ranh naval base, Defense Minister Phung Quang Thanh said on Tuesday.

"We are planning to turn the Cam Ranh Bay into a logistical support facility where both warships and civilian ships, including foreign ones, can be given minor to medium repair work," Thanh told the Tuoi tre daily.

Vietnam is currently is talks with Russia on project documentation, he said, adding that the scale of construction and the amount of investment in the modernization project had yet to be defined.

The minister said the port may also have potential for servicing aircraft carriers.

"So far we are unable to perform maintenance and repairs on aircraft carriers, but we do not rule out that they will be allowed to call in at the port in the future," Thanh said.

Foreign warships will be allowed access to Cam Ranh in accordance with generally accepted international practice, which will "significantly augment the state treasury," he said.

Cam Ranh was the main U.S. Air Force base during the Vietnam War. In 1979 the Soviet Union leased the base for 25 years, turning it into the state's largest naval base abroad. Russia gave up the lease in 2002 after Vietnam raised the rent on the base.

All of sudden Vietnam has become blue eyed boy for everyone. They are getting assistance from Russia, Japan , India and USA . looks like their toughness and proven war capability is helping them reap rewards.

At the end of the day Vietnam is going to dependent on China, trade, investments and exporting wives, to survive, the so-called alliance ended when the meeting was dismissed.

You Chinese people are so full of lust that you people import Wives. Good at least you import something. I thought China only exports .be it goods men or women .

India is a country that is very slow to make strategic decisions. Lets hope that the Vietnamese are much more effective in decision making.

If Vietnam and the US form an informal Naval alliance , then the Chinese equation will have turned very quickly.

India should take advantage of the wariness of the Vietnamese and develop strong military ties with Vietnam and supply the with cutting edge missile and nuclear technology. Screw the NPT.
Yeah right, mate ! That's nothing short of suicide, you sound as if selling missiles and nuke tech as easy as selling chickens !
