They are ARMs, but their anti-ship version Kh-31AD is also present in VKS inventory.

Yes, any Su-30 can carry this as well as many other interesting hot presents

However, IAF hasn't ordered Kh-31PD yet, just older Kh-31P (twice lower range on the same speed).
Maybe Make in India will affect them as far as IAF delegation has shown massive interest in them on the previous MAKS.

Actually the Navy has MiG 29 and IAF has a maritime strike squad of Jaguars, thats the Reason why IAF is not interested to arm the Sukhoi's with more Russian missiles ( Air to surface/Ship )

Well Navy bought some unknown numbers of Kh 35 for the MiG 29, and IAF bought few hundreds of Harpoons for Jaguars

for ARM concerned IAF mostly sticks to buy loads of DRDO's NGARM

1 - IN has bought Kh-35E for Il-38MI and Tu-142MI first;
2 - For IN MiG-29K/KUB modern Kh-35UE (twice encreased range from 130km to 260km and new active/passive seeker) were bought;
3 - IN Jaguars (Mk.1A Agave) use not Harpoons but Brittish Sea Eagle ASMs.

Both those missile are twice to quadruple inferior to Kh-31AD/PD in range, warhead power and especially speed. That's why IAF/IN delegations shown that interest on last MAKS.
