    yeah and the US says it's better for the the US. It's all subjective.
    The biggest point in favor of the US being? it does not stop any US Defensive missile shield plans in the binding body or portion of the START agreement.

    With 1 MIRV missile with 10 warheads being counted as 1 missile the cuts are only on paper.

    here are the benefits for both. they both get to inspect each others installations and confirm reductions in warheads and no further increases, although they can modernize at current agreed levels. Also- They both welcome reducing nuclear warheads to avoid spending $$$ on the maintenance of those warheads.
