Russia should focus on refurbishing nuclear subs, even old ones rather than scrapping. The nuclear missiles in possession of Russia - both land and sea based are the biggest guarantor of Russia's security.

Russia should think of putting nuclear missiles on its large cruiser ships and its aircraft carrier. It is not possible for West to destroy all Russian assets at the same time. Nuclear missiles can be fitted to cargo ships as well. The objective should be to have mobile units rather than fixed units.

Russia also need to focus on smart weaponry. Russia has enough tanks and artillery. It will need smart munitions, better aircrafts and more nuclear missiles.
