General information on the application of measures for the reconciliation of opposing sides


Within 24 hours, truce agreement with representatives of an inhabited locality in the Homs province has been achieved.

The total number of settlements, the leaders of which had signed reconciliation agreements, has reached 61.

Negotiations with a field commander of an armed opposition detachment active in the Damascus province on joining ceasefire regime were continued.

The number of ceasefire application forms signed with leaders of armed groupings has remained 47.

Results of ceasefire monitoring

The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 7 ceasefire violations have been registered (Latakia – 6, Homs – 1).

In the Latakia province, militants of Ahrar al-Sham grouping, which had claimed to belong to the opposition, carried out firing with mortars and small arms against units of the Syrian army from Sandran Mazraat Omaro. One citizen was killed and three ones were wounded after shelling against Rasha and Quelaz.

Positions of the government troops near Safsafa suffered firing with large-caliber machine guns from al-Ziara, which had been controlled by the Free Syrian Army. One Syrian military serviceman was killed.

In Teir Maala (Homs province), militants of Ahrar al-Sham carried out mortar shelling against checkpoint of the government troops. One Syrian military serviceman was killed.

Russian Aerospace Forces and Syrian Air Force did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Russian Centre for reconciliation of opposing sides has delivered 3 tons of humanitarian aid to Alkin (Daraa province). Doctors of the Centre provided medical assistance to 24 civilians.

Humanitarian convoy for citizens of the Homs province is being formed.

Additional information

Terrorists continue concentrating in the south-west of Aleppo. Within last 24 hours, armed groups (up to 200 men) have arrived in Tell Khadiyah and Banes. Two detachments (more than 100 militants) have arrived in Muheim Hanrat village from al-Khalifa. The groups are armed with a tank and 22 off-roaders with large-caliber machine guns.

Formations of Jabhat al-Nusra do not finish warfare in Aleppo and its suburbs. One citizen was killed and three ones, including a child, received wounds of different severity by shellings with mortars and multiple launch rocket systems during attempt to capture Sheikh Maqsood, al-Ramusi and al-Saqari.

Syrian territory suffered shelling carried out by Turkish Armed Forces once again.

Turkish artillery shelled positions of the government troops in the Latakia province at 8:30 – 9:20 a.m. on April 10, 2016 from Metishli.

At 1 p.m. Gebelli suffered artillery strike from the same positions.

Results of ceasefire monitoring

The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 4 ceasefire violations have been registered in the Latakia province.

Formations of Ahrar al-Sham grouping, which had claimed to belong to the opposition, continued shelling with mortars and multiple launch rocket systems against Jub al-Mgara, Aku Baer, Ain al-Ashara, and Shmaisa. Three citizens were killed and three ones received wounds of different severity.

Russian Aerospace Forces and Syrian Air Force did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Working session with administration leadership of al-Qaryatayn (Homs province) has been held in the Russian Centre for reconciliation. Issues of recovering infrastructure of the city and providing humanitarian aid to citizens, who were returning to their houses, were discussed.

Humanitarian convoy for citizens of the Homs province is being formed.

Additional information

Within 24 hours, leadership of the Homs province have recovered 800 meters of electricity transmission lines in al-Qaryatayn, which had been liberated from terrorists.

In course of last 24 hours, militants of Jabhat al-Nusra terrorist grouping took efforts to launch offensive on Akch Baer (Latakia province) after performing artillery shelling.

Having met strong resistance and suffered losses, terrorists retreated to positions, which they had kept before near Zaitunjik.

A covert ‘Plan B’ for Syria reserved for a “violation of ceasefire” is being pushed to the US president, anonymous officials told media. Arming “moderate” Syrian rebels with anti-aircraft weapons to fight the “Russia-backed regime” is again on the table.
Back in February, the Wall Street Journal first reported that President Barack Obama’s senior military and intelligence advisers were insisting that a back-up plan is necessary to “counter Russia” in Syria.

The fresh details obtained by the WSJ suggest the CIA has given “provisional assurances” to coalition members to expand support to Syrian armed opposition groups fighting troops of President Bashar Assad. Still, the White House reserved the right to define which weapons systems are to be introduced to the battlefield – if the truce fails and full-scale fighting resumes.

On the eve of the ceasefire agreement coming into effect in Syria at midnight on February 27, the heads of Middle East intelligence agencies met to lay out a plan for waging war after the truce. And consultations on the matter never stopped ever since.

The WSJ claims that US officials have conveyed a “private message” to their Russian counterparts that a return to full-scale fighting could “end up putting more Russian pilots in danger.”

The rebels have already obtained a “small number” of MANPADs “through illicit channels,” the CIA hints, thus posing danger to civil aircrafts. The CIA is now busy preventing more MANPADs from “slipping uncontrollably” into the war zone.

In the Homs province, Ard al-Jaburin, Mzan and Scalbiyah have been shelled with mortars and improvised multiple launch rocket systems. Seven civilians were killed and 27 ones received wounds of different severity.

In the Latakia province, militants took efforts to launch offensive on positions of the Syrian army near Nahshebba after performing artillery shelling. Having suffered significant losses, terrorists retreated in direction of Barza Tahtani village.

An ISIS detachment (up to 150 men) took efforts to cut off Aleppo–Salamiyah near Hanaser. The detachment is armed with 20 automobiles with large-caliber machine guns.

According to the information, which had been received from civilians, a 150-men strong detachment arrived in the north-east of the Latakia province from the Turkish territory.

In the meantime, Washington’s Arab allies suggested high tech means to limit MANPADs’ operability by fitting them with “geographical sensors” to prevent them from being used outside designated areas, but the US remained silent to the proposal. The CIA’s covert program to provide the Syrian anti-government forces with “limited supplies” of small arms and ammunition was launched in 2013 and has been growing steadily. The Russians surely can manage the MANPADS, but then seeing MANPADS freshly arriving on the field, the Russians are going to resort to covert means to target the countries also.
For example the Russians getting any info about attack on Europe might well ignore to pass it on.
They might start to bomb the supply route of the weapons including the source in the country that is source (read turkey) and they will ensure that they have the Video of hitting the terror base which was soucing weapons.

This is not Afghanistam where the Soviets were learning, now the Russians know what can happen, and they are ready for it, Few MANPADS are there and there are counter measures already. So the Russians might start to use their smart weapons to bomb the targets or simply carpet bomb if you cannot get accurate bombing.

The problem is not Russia as their objectives are clear, the problem is with the allies who basically are against IS but are also suppoting IS against Asssad , Russians on other hand are against everyone against ASSAD.

Report of the Russian Centre for reconciliation of opposing sides in the Syrian Arab Republic (April 17, 2016)


General information on the application of measures for the reconciliation of opposing sides

Preliminary truce agreements with representatives of an inhabited locality in the Hama province have been achieved.

The total number of settlements, the leaders of which had signed reconciliation agreements, has reached 63.

Negotiations on joining ceasefire regime have been continued with a field commander of an armed opposition detachment active in the Damascus province.

The number of ceasefire application forms signed with leaders of armed groupings has remained 50.

Results of ceasefire monitoring

The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 8 ceasefire violations have been registered (Latakia and Homs – 3 for each, Damascus – 2).

Militants of Ahrar al-Sham grouping, which had claimed to belong to the opposition, carried out shelling with multiple launch rocket systems and mortars against Sandran, Ain al-Ashara and Qilaz (Latakia province).

In the Homs province, militants of Ahrar al-Sham performed mortar shelling against Ashrafiyah, al-Ganto and Ard al-Jaburin.

Jaysh al-Islam opposition grouping carried out mortar firing against al-Malikha and ak-Sakhiyah sections of Damascus from Zibdin.

Russian Aerospace Forces did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Russian Centre for reconciliation in cooperation with the Aleppo province administration delivered 1.5 tons of humanitarian cargos to citizens of Jibrin.

Citizens of Tell Salhab (Hama province) have received 3.5 tons of humanitarian aid. Food products were the basis of the cargos. Medical workers of the Centre for reconciliation have provided medical assistance to 19 civilians.

Humanitarian convoys for citizens of inhabited localities of the Aleppo and Homs provinces are being formed.

Additional information

Ambassador of the Russian Federation to the Syrian Arab Republic has paid a working visit to the Centre for reconciliation. Issues of the Centre’s role in controlling ceasefire regime and participation in providing humanitarian aid to the Syrian population were discussed.

Recovery works in al-Qaryatayn (Homs province) are continued. Syrian repair brigades have repaired a building, recovered 500 meters of electricity transmitting lines. Syrian sappers have defused 9 demolition bombs, which had been planted by retreating terrorists.

ISIS and Jabhat al-Nusra terrorists continue taking efforts to control Aleppo-Homs highway in order to escalate humanitarian situation in Aleppo.

MANPADS are effective below 5km altitude, so they are useless against VKS fighters and bombers which fly higher than 6 km and even against helos which have Vitebsk self-defence suit with President-S IR suporessors.
So this is one of westetn toothless public threats to make a real politics simulations.

[ Editor’s Note: Kerry is “making nice” now with Russia… sort of. These appear to be magnanimous statements below, but it is really the US playing catch up, as the rest of the world is already well aware of what Russia and Putin have done to fight terrorism. It does not need the US seal of approval.

But it is in a way an official admitting that the West was wrong, and more important, Kerry apologizing for the Gulf State US allies who certainly never do so themselves.

The unsaid in all this is the “Assad must go” silliness has stopped, not just in White House statements, but the media also, like someone flicked a switch. Who would have the power to do that?

These statements are popping up now before next week’s Parliamentary elections, the next round of Syria talks where the diplomats realize that they have to begin some substantive dialog on planning for the presidential elections.

If the Saudi rump opposition group still tries to hold the talks hostage to its Assad demands, I would assume US and Russia have already decided what they will do in that case, and I don’t think it will be to let the jihadi group rule the talksJim W. Dean ]

Just as the Pentagon ranked Russia as its No.1 threat, Secretary of State John Kerry lauded Moscow’s “constructive role” in major diplomatic breakthroughs such as the Syrian ceasefire and Iran nuclear deal. He also had rare compliments for Vladimir Putin.

Russia’s commitment to the Syrian ceasefire was initially called into question by the US and its coalition partners, which condemned Russian President Vladimir Putin for supporting Syrian President Bashar Assad, while accusing Moscow of bombing US-backed rebel groups.

“Everybody doubted whether Russia would play any constructive role whatsoever with respect to the cessation of hostilities […] and we got the cessation of hostilities because they played a positive role,” Kerry told PBS’s Charlie Rose in an interview aired on April 5.

In a rare acknowledgment of Russia’s input in solving world crises, Kerry admitted that Moscow’s role was actually crucial in saving Syria from complete chaos.

“If they hadn’t played a constructive role, we would not have gotten the chemical weapons out of Syria and they would be in the hands of ISIL [Islamic State / IS], and if they hadn’t played a constructive role, we would not have gotten the cessation of hostilities or everybody at the table in Geneva,” Kerry added.

The Secretary also praised Russia’s crucial contributions to reaching an agreement with Iran that had been stalled for over a year.

“If they hadn’t played a constructive role, we would not have had an agreement with Iran,” he said.

‘Putin is intelligent, strategic and tactical’

March saw a significant development in Russia-US relations, when Secretary Kerry came to Moscow to discuss Syria with the Russian leadership, and had tête-à-têtes with both President Putin and Foreign Minister Sergey Lavrov.

When asked by Rose about his sit downs with Putin, Kerry said that they had met for “at least three meetings,” each of which were “fairly lengthy.”

“I think he is intelligent, strategic and tactical, sometimes more tactical than strategic, but there is certainly a strategic vision,” Kerry responded when asked about Putin’s personality. “I think he wants his point of view acknowledged, and to a certain degree his interests reciprocated, met.”

However, despite such civility, there are “limits,” Kerry stressed, citing the situation in Ukraine, where the eastern part of the country is embroiled in a civil conflict and Crimea left to be reunited with Russia, as one of the exceptions.

“Crimea, we are not moving. I mean this is just not in the cards,” he said, adding that the US is not “changing” it position.

Crimea and Sevastopol, the historic naval port that enjoys special status on the peninsula, voted for independence from Ukraine in a referendum on March 16, 2014 and has subsequently rejoined Russia.

The US and its allies refused to recognize the referendum, however, and slapped Moscow with sanctions due to the move, which are still in force.

‘If Russia wants to end war in Syria, Assad must go’

Ahead of a new round of negotiations in Geneva and Syrian Parliamentary elections on April 13, the Secretary still insisted that President Assad’s resignation was key to putting an end to the war that has allowed jihadists to gain a foothold in Syria.

“If you going to end the war, you can’t do it with Assad there,” Kerry said. “The war would not come to a complete closure, if Assad against the wish of the opposition… unless there is an agreement that I am not aware of gets reached with the opposition, somewhere in time, you can’t end the war, because the opposition will not end fighting because of what he is deemed to have done to their people, to the people of his country.”

He then argued that “if Russia wants to end the war,” it needs to accept the fact that President Assad cannot keep his position.


Kerry still will not acknowledge any US responsibility for the terror carnage in Syria

Since the Syrian conflict unfolded five years ago, the fate of Assad has been one of the major stumbling blocks between Russia and the US-led coalition when it comes to finding common ground in fighting radical Islamists in Syria.

While Washington has been insisting that Assad has to step down as a part of a peaceful resolution to the civil war, Moscow has been stressing that it is crucial for the Syrian people to decide their own fate and choose their own government.

Moreover, Russian officials have stressed that they have grounds to believe that ousting Assad would create a power vacuum leading to another failed state in the Middle East, often citing Libya as an example.

While Moscow distrusts the majority of so-called Syrian opposition fighters outright, even Washington has had a tough time distinguishing Islamist militants from those it considers “moderates,” with a program to train and arm the latter ending in utter failure.

Secretary Kerry visibly softened his position towards Russia during testimonies before the US congress in February, while trying to sell legislators on a $50 billion budget for his department. His tone and words at the hearings stood in marked contrast to the Obama administration’s frequent anti-Russian rhetoric, which often casts Moscow as one of the top threats to US national security.

Just this past Tuesday, US Secretary of Defense Ash Carter put Russia at the top of a list of “strategic threats,” which, according to him, also include “China, North Korea, Iran and terrorism.”

However, last week even the Pentagon conceded that Russia was playing a constructive role in Syria, saying it was “clear” that Russia “focused more of their military attention on ISIL.”

Putin has always tried to play nice with the US ever since he rose to prominence since the early 2000. He had even proposed a joint economic bloc with Europe and US, and other measures to build a better world but it is the West who deliberately antagonized him so that they could use the pretext of an 'angry Russian bear' to dig their heels in Europe through the backdoor of NATO. Russia has never antagonized Europe. It was the West which broke the pact they had made with Russia during the dismantling of the USSR. A key clause in the agreement was that NATO promised not to expand eastward and recognized the former USSR nations as newly-formed Russia's sphere of influence. That promise was broken when the West engineered the Ukraine crisis to create an excuse to provoke Russia so that the US could send their own troops to occupy Europe to allegedly defend Europe. The US forced Europe to impose sanctions on Russia and the counter sanctions which Russia imposed on Europe crippled the local economy of many European nations. All their fruits are going rancid because Russia stopped buying it. EU farmers had to destroy their own crop for lack of buyers.



This has put strain on the already feeble European Union and it hurts no one but EU. The US must be more than happy to see EU break since they were scared that these nations might stand up to American hegemony if they cultivated economic ties with each other, including Russia.

At the same time, the US opened another front in Syria where Russia co-opted Iran, Assad and the Kurds to present a stiff opposition and thwarted the realization of Western plans in the Middle East. The West had hoped to keep Russia tied up in the Ukraine conflict while they occupied Syria through back door of 'democratic uprising' but now their bluff stands exposed in front of the world. Further, Russian actions in Syria has sent a torrent of undesirable migrants to Europe and further exacerbated the situation.

After investing so much capital and human resources in their Ukraine project and Syria project, a decisive victory is no where to be seen (just like Afghanistan and Iraq). To every childish, bratty move made by the US, Russia has responded with a solid and timely strategic counter-move. I have only one thing to say, the Americans have got egg on their face!

Russia not only annexed Crimea but it stomped Western interests all over the globe in retaliation for being provoked in their backyard. In the end, they ended up gaining more than they had before the conflict started. They have gained more territory, they have gained a boost in weapon sales, a boost in global stature as a world power and earned the sympathy of many nations. Compare their response to our shoddy response to American (YES, American) provocation by proxy of Kargil. The US gave moral and material support to Pakistan to invade and occupy Indian territory as a punishment for our nuclear tests and what did we do? leave alone opening up other fronts globally, we couldn't even evacuate the invaders domestically, for 4 months! :doh:

Tell me one thing, if Russia supports Assad and has also managed to co-opt the opposition to take part in the political reconciliation process then which group remains in Syria which the US will give MANPADS to? Is it not obvious that they are the ones funding ISIS?

The CIA planted stories through their propaganda machinery, (which we colloquially refer to as 'media') that ISIS attacked Iraq army and stole vehicles and weapons. Really? do these look stolen?





It's apparent that these were bulk manufactured as a group order. One can understand a few dozen vehicles stolen, but 5000+ vehicles stolen on a single day? really? which army stores 5K vehicles in the same place? It's like they parked the whole country's cars, of the same make, in one convenient place for ISIS to 'steal'.

ISIS is nothing but the muslim commandos of the US empire. Simple as that. These people are very adept at arming and using rebel groups by propping them up as a force for good, which later 'inadvertently' turns out to be bad. What they never tell you is that they were meant to turn bad right from the beginning. Remember this good man who was on the road to peace?




30,000 mujaheddin took part in the Kargil conflict. Do you think Pakistan had pockets deep enough to manage so many fighters, in addition to all the strategic ammo supplies that they made using airdrops? It was said that it took thousands of kilometers wort of cumulative to-and-fro trips to transport all the war material. Planes normally require spare part replacements after a few hundred kilometers. Could Pakistan have managed so many round trips without American spares? We blame the puppets but we often excuse their facilitators.

It's the same thing going on here. American channels are peddling bullshit theories right and left. One fairytale doing the round claims that ISIS emerged to fill the void of the vacuum that the Iraq war left. Now, it feels very snazzy to hear and propagate the story but how does something so large emerge out of nowhere without someone actively supporting it? The Americans aren't against ISIS, they are ISIS.
