A covert ‘Plan B’ for Syria reserved for a “violation of ceasefire” is being pushed to the US president, anonymous officials told media. Arming “moderate” Syrian rebels with anti-aircraft weapons to fight the “Russia-backed regime” is again on the table.
Back in February, the Wall Street Journal first reported that President Barack Obama’s senior military and intelligence advisers were insisting that a back-up plan is necessary to “counter Russia” in Syria.
The fresh details obtained by the WSJ suggest the CIA has given “provisional assurances” to coalition members to expand support to Syrian armed opposition groups fighting troops of President Bashar Assad. Still, the White House reserved the right to define which weapons systems are to be introduced to the battlefield – if the truce fails and full-scale fighting resumes.
On the eve of the ceasefire agreement coming into effect in Syria at midnight on February 27, the heads of Middle East intelligence agencies met to lay out a plan for waging war after the truce. And consultations on the matter never stopped ever since.

Today Washington and its allies, such as Ankara and Riyadh, are discussing which weapon systems are to be delivered to “vetted” Syrian rebels under this secret program, the WSJ reports.
Experts agree that what the anti-government forces in Syria need the most are electronic means to ensure effective suppression of President Bashar Assad’s artillery batteries and take down fighter jets. For the latter purpose, man-portable air-defense systems (MANPADs) are on the table, with Turkey and Saudi Arabia eager to supply them to the Syrian rebels.

The WSJ claims that US officials have conveyed a “private message” to their Russian counterparts that a return to full-scale fighting could “end up putting more Russian pilots in danger.”

"If the ceasefire collapses, if the negotiations don’t go anywhere, and we’re back to full throttle civil war, all bets will be off,” the WSJ cited a senior Obama administration official as saying in a message to Moscow. “The outside patrons will double and triple down, throwing everything they can into Syria, including much more lethal weaponry.”
The CIA refused to comment on the alleged 'Plan B', agency spokesman Ryan Trapani told Sputnik on Wednesday.
Actually, the “full-scale fighting” the US warns of never ended in Syria, at least against some parties in the conflict: no armistice was signed with terrorist groups like Islamic State (IS, formerly ISIS/ISIL) and Al-Nusra Front.

Since the beginning of the ceasefire six weeks ago, dozens of local rebel groups throughout Syria joined the truce or even teamed up with the government forces against the terrorists. The armed formations that opted to side with terrorists are being bombed by Russian and Syrian air forces.

In the given conditions, the question about who would announce that the ceasefire has been violated remains open. Just as soon it could be voiced at the upcoming peace talks between Damascus and opposition groups that are set to resume this week in Geneva.
In the meantime, Washington’s Arab allies suggested high tech means to limit MANPADs’ operability by fitting them with “geographical sensors” to prevent them from being used outside designated areas, but the US remained silent to the proposal. Instead, Washington has been reportedly pressing main sponsors of the Syrian armed rebels, namely Qatar and Saudi Arabia, to use their influence to order the Syrian rebels to abide by the ceasefire.

The CIA’s covert program to provide the Syrian anti-government forces with “limited supplies” of small arms and ammunition was launched in 2013 and has been growing steadily. A year later, the CIA was already providing rebels with antitank TOW missiles today actively used on the battlefield against Assad troops and eventually rescue groups of the Russian task force deployed to Syria.

MANPADS are effective below 5km altitude, so they are useless against VKS fighters and bombers which fly higher than 6 km and even against helos which have Vitebsk self-defence suit with President-S IR suporessors.The Russians surely can manage the MANPADS, but then seeing MANPADS freshly arriving on the field, the Russians are going to resort to covert means to target the countries also.
For example the Russians getting any info about attack on Europe might well ignore to pass it on.
They might start to bomb the supply route of the weapons including the source in the country that is source (read turkey) and they will ensure that they have the Video of hitting the terror base which was soucing weapons.
This is not Afghanistam where the Soviets were learning, now the Russians know what can happen, and they are ready for it, Few MANPADS are there and there are counter measures already. So the Russians might start to use their smart weapons to bomb the targets or simply carpet bomb if you cannot get accurate bombing.
The problem is not Russia as their objectives are clear, the problem is with the allies who basically are against IS but are also suppoting IS against Asssad , Russians on other hand are against everyone against ASSAD.

He had even proposed a joint economic bloc with Europe and US, and other measures to build a better world but it is the West who deliberately antagonized him so that they could use the pretext of an 'angry Russian bear' to dig their heels in Europe through the backdoor of NATO. Russia has never antagonized Europe. It was the West which broke the pact they had made with Russia during the dismantling of the USSR. A key clause in the agreement was that NATO promised not to expand eastward and recognized the former USSR nations as newly-formed Russia's sphere of influence. That promise was broken when the West engineered the Ukraine crisis to create an excuse to provoke Russia so that the US could send their own troops to occupy Europe to allegedly defend Europe. The US forced Europe to impose sanctions on Russia and the counter sanctions which Russia imposed on Europe crippled the local economy of many European nations. [ Editor’s Note: Kerry is “making nice” now with Russia… sort of. These appear to be magnanimous statements below, but it is really the US playing catch up, as the rest of the world is already well aware of what Russia and Putin have done to fight terrorism. It does not need the US seal of approval.
But it is in a way an official admitting that the West was wrong, and more important, Kerry apologizing for the Gulf State US allies who certainly never do so themselves.
The unsaid in all this is the “Assad must go” silliness has stopped, not just in White House statements, but the media also, like someone flicked a switch. Who would have the power to do that?
These statements are popping up now before next week’s Parliamentary elections, the next round of Syria talks where the diplomats realize that they have to begin some substantive dialog on planning for the presidential elections.

Just as the Pentagon ranked Russia as its No.1 threat, Secretary of State John Kerry lauded Moscow’s “constructive role” in major diplomatic breakthroughs such as the Syrian ceasefire and Iran nuclear deal. He also had rare compliments for Vladimir Putin.
Russia’s commitment to the Syrian ceasefire was initially called into question by the US and its coalition partners, which condemned Russian President Vladimir Putin for supporting Syrian President Bashar Assad, while accusing Moscow of bombing US-backed rebel groups.
“Everybody doubted whether Russia would play any constructive role whatsoever with respect to the cessation of hostilities […] and we got the cessation of hostilities because they played a positive role,” Kerry told PBS’s Charlie Rose in an interview aired on April 5.
In a rare acknowledgment of Russia’s input in solving world crises, Kerry admitted that Moscow’s role was actually crucial in saving Syria from complete chaos.
“If they hadn’t played a constructive role, we would not have gotten the chemical weapons out of Syria and they would be in the hands of ISIL [Islamic State / IS], and if they hadn’t played a constructive role, we would not have gotten the cessation of hostilities or everybody at the table in Geneva,” Kerry added.
The Secretary also praised Russia’s crucial contributions to reaching an agreement with Iran that had been stalled for over a year.
“If they hadn’t played a constructive role, we would not have had an agreement with Iran,” he said.
‘Putin is intelligent, strategic and tactical’
March saw a significant development in Russia-US relations, when Secretary Kerry came to Moscow to discuss Syria with the Russian leadership, and had tête-à-têtes with both President Putin and Foreign Minister Sergey Lavrov.
When asked by Rose about his sit downs with Putin, Kerry said that they had met for “at least three meetings,” each of which were “fairly lengthy.”
“I think he is intelligent, strategic and tactical, sometimes more tactical than strategic, but there is certainly a strategic vision,” Kerry responded when asked about Putin’s personality. “I think he wants his point of view acknowledged, and to a certain degree his interests reciprocated, met.”
However, despite such civility, there are “limits,” Kerry stressed, citing the situation in Ukraine, where the eastern part of the country is embroiled in a civil conflict and Crimea left to be reunited with Russia, as one of the exceptions.
“Crimea, we are not moving. I mean this is just not in the cards,” he said, adding that the US is not “changing” it position.
Crimea and Sevastopol, the historic naval port that enjoys special status on the peninsula, voted for independence from Ukraine in a referendum on March 16, 2014 and has subsequently rejoined Russia.
The US and its allies refused to recognize the referendum, however, and slapped Moscow with sanctions due to the move, which are still in force.
‘If Russia wants to end war in Syria, Assad must go’
Ahead of a new round of negotiations in Geneva and Syrian Parliamentary elections on April 13, the Secretary still insisted that President Assad’s resignation was key to putting an end to the war that has allowed jihadists to gain a foothold in Syria.
“If you going to end the war, you can’t do it with Assad there,” Kerry said. “The war would not come to a complete closure, if Assad against the wish of the opposition… unless there is an agreement that I am not aware of gets reached with the opposition, somewhere in time, you can’t end the war, because the opposition will not end fighting because of what he is deemed to have done to their people, to the people of his country.”
He then argued that “if Russia wants to end the war,” it needs to accept the fact that President Assad cannot keep his position.

Since the Syrian conflict unfolded five years ago, the fate of Assad has been one of the major stumbling blocks between Russia and the US-led coalition when it comes to finding common ground in fighting radical Islamists in Syria.
While Washington has been insisting that Assad has to step down as a part of a peaceful resolution to the civil war, Moscow has been stressing that it is crucial for the Syrian people to decide their own fate and choose their own government.
Moreover, Russian officials have stressed that they have grounds to believe that ousting Assad would create a power vacuum leading to another failed state in the Middle East, often citing Libya as an example.
While Moscow distrusts the majority of so-called Syrian opposition fighters outright, even Washington has had a tough time distinguishing Islamist militants from those it considers “moderates,” with a program to train and arm the latter ending in utter failure.
Secretary Kerry visibly softened his position towards Russia during testimonies before the US congress in February, while trying to sell legislators on a $50 billion budget for his department. His tone and words at the hearings stood in marked contrast to the Obama administration’s frequent anti-Russian rhetoric, which often casts Moscow as one of the top threats to US national security.
Just this past Tuesday, US Secretary of Defense Ash Carter put Russia at the top of a list of “strategic threats,” which, according to him, also include “China, North Korea, Iran and terrorism.”
However, last week even the Pentagon conceded that Russia was playing a constructive role in Syria, saying it was “clear” that Russia “focused more of their military attention on ISIL.”

Tell me one thing, if Russia supports Assad and has also managed to co-opt the opposition to take part in the political reconciliation process then which group remains in Syria which the US will give MANPADS to?
