PoK leaders seek India’s help in fight against Pak

WHILE India has been extremely sensitive about being seen to be getting involved in Pakistan’s internal affairs, a number of political groups in Pakistan-occupied Kashmir (PoK) have now been openly seeking New Delhi’s help in their fight against what they describe as their persecution by Islamabad.

Their argument is simple. Officially, India continues to consider the whole of Kashmir, including the areas under Pakistan control, as its own territory and therefore it becomes its duty to protect them against a foreign aggressor, which is how they describe Pakistan.

A motley group of these political leaders and intellectuals from areas around Gilgit and Baltistan in PoK, referred to as Northern Areas by Pakistan, assembled in New Delhi to participate in a two-day international seminar on ‘Society, Culture and Politics in the Karakoram Himalayas’ that was dominated by tales of discrimination and persecution of the people in these areas at the hands of Pakistan’s civilian and military establishment.

“I am surprised that India has no concern about what is happening in Gilgit and Baltistan. Pakistan has been openly supporting and encouraging militants in Indian Kashmir and New Delhi doesn’t even want to keep contact with areas that are officially still a part of its own territory,” said Abdul Hamid Khan, chairman of Balawaristan National Front, a political party whose objective is to gain independence from Pakistan. Balawaristan is the historic name for Northern Areas.

Khan, like most other political leaders from the region, lives in exile in Europe. He said the Indian position was even more surprising considering the fact that most political formations in the area were now open to a merger with India.

“Even an independent Balawaristan is in larger interest of India as it would not support terrorism in Jammu and Kashmir,” he said.

Shaukat Kashmiri, leader of the United Kashmir National People’s Party, one of the largest political formations in the region, also spoke about a reunification with India. His party had started out as Jammu and Kashmir National People’s Party in 1985, but changed its name in 1993 to stress the pan-Kashmiri nature of the organisation.

Kashmiri, who has been ‘kidnapped’ twice by the ISI, has been operating out of Switzerland for the past few years.

Though the leaders from PoK complained about the Indian insensitivity to their concerns, it was quite clear that the seminar had the blessings of India’s official establishment.

Prime Minister’s Special Envoy on Climate Change Shyam Saran made the inaugural address at the seminar which was also attended by quite a few former diplomats, Army officials and intellectual community.

well to say the least, this is a complete apathy on the part of mea, our diplomats, and the media to have not raised this very significant issue for all these years, but with that i will also add that with india allowing such a conference for the first time in the capital is commendable step and a step in the right direction.

india needs to be on the top gear to raise the sufferings of people of pok, human rights voilation in pok an issue which was last year raised by the EU, and these need to be raised both on the domestic front as also each time there is an indo-pak dialog, which should eventually hit the international media and put pakistan on the back foot which pretends to be the champion for the cause of far and few separatists in j&k.

each time pakistan says there should be tripartite discussion on the issue, india has to push in these people since they are as much a part of kashmir as any other kashmiri and hey what ever happened to the kashmiri pandits.

Moral support? Bloody hell climb all over them. I would say India has been so engrossed with terrorism in Kashmir coming from Pakistan that it has forgotten it's own territory which is now in the hands of Pakistan.
I have been saying this all along that the Kashmiris in PoK are more dissatisfied with Pak occupation than the Kashmiris is India. I had strarted a thread on Gilgit Baltistan on this forum as well.
India should mobilize these opposition groups in PoK and turn the heat on Pakistan. It will force Pakistan to come to some settlement.

The reason why the NA people want India to act is because they are Shias.

The common Shias are second class citizens in Pakistan, even though some may argue that Zardari and possibly Gilani are Shias, but then who calls the shots - the Army and the ISI and who are they - Sunnis!

There is another reason why the Shias of NA have woken up. Till now, they had accepted, being co-religionists, to accept the humilatiion and inequality. However, like China, Pakistan is hell bent in changing the religious sect complexion of NA by encouraging and inducting Pathans to settle down in NA, they being Sunnis!

Maybe we should forget the past where with Colonel Brown, the Gilgit Scouts rebelled and arrested the then Governor, Ghansara Singh and went off to join Pakistan!

Sir, it is a mighty challenge for IA to take back PoK as you once told me. How can India influence these groups of PoK and Northern Areas to for e Pakistan to compromise?

What are the thoughts here about the settlers that have moved in to the areas, and the wide base that the terrorists have made in that place?

I posted this in the other forum.. and it got deleted, :D. Well good that people here are willing to discuss..!!! I think this is a small set of people who are in exile, and this doesn't get much media coverage too, India have a chance here to support them and make true the baseless allegations Pakistan has been making on Baluchistan..!! I believe if India supported the situation would have been more worse in Baluchistan that it is today.

I feel the guys at RAW are already giving support to these groups, how else would they get the courage to speak out against Pakistan?
If not then discreet moral, political and material support should be immediately provided.

Pakistan has completely altered the demographis contours of the NA. These political parties have negligible or no clout amongst the present population and are seen by most NA residents as imbeciles who have run away from their own soil.

For India to make a miningfull dent in the POK's resistance groups, it needs another decade of sustained efforts not only through diplomatic channels, but also financial and military incentives.

    Aside:
Yusuf, a military campaign might be difficult but its by no means unachieveable. Especially considering the huge strategic gains that that piece of land and its proximity to central asia offers. Trust me, every Indian military commander in the business, has this area in the back of his mind and a thought or two on any future conflict with the Paks.

Sir, that is possible if we go for broke isn't it? Yes the strategic gains are immense, but the cost of capturing and holding that place considering the terrain is a huge factor IMHO.

This is not the first time separatist slogans have been waved in POK, it happened earlier in 1970s, but India could not capitullize on the situation and Pakistan was able to crush the resistance using Army. POK is virtually under Pakistani dictatorship, nobody listens to general public, who are living in very poor conditions. If India can handle this situation well, there is a huge chance of public uprising in this region against foreign (read Pakistan) occupation. It proves again after Bangladesh-episode that people cannot be fooled for long and a country cannot be united only on the basis of religion.

Separatist slogans from PoK? So you consider that as part of Pakistan?

    By covert support.

You see, the Shias are badly treated by the Pakistan govt. The NA is not developed and most of the places have no basic amenities.

The Pakistan Govt's new policy to change the demography Iin lines with China's policy in Xinjaing) wherein a Shia majority area becomes a Sunni majority area has caused much discontent.

It should be remembered that much good work has been done by the Aga Khan Foundation here to improve education etc and now are Sunnis are reaping the harvest when it was basically for the Shias.

Therefore, to my mind, it internal sitaution there and even in Balochistan is becoming more like East Pakistan, where the population is made to become second class citizens.

Actually, the NA is Balwaristan, which is its hostorical name, Gilgit, Skardu, Hunza, Ishkoman and Yasin. Balwaras means Highlanders.
