    NEW DELHI: Foreign terror outfits, in a change of strategy, are now using Indian insurgent groups to carry out attacks in metro cities. In this, they have been aided by the Mumbai underworld and most-wanted criminals, who operate out of foreign countries. Intelligence agencies have come to this conclusion after questioning two People's Liberation Army (a Manipuri insurgent group) operatives, who were recently arrested in the capital. Pakistani intelligence agency, ISI, with the aid of militant group, Lashkar-e-Taiba (LeT) is allegedly engineering this unholy nexus of which Babbar Khalsa International (BKI) is a part.
